GUSMAO TO UP HOLD CONSTITUTION

East Timor's popular president Xanana Gusmao vowed to uphold the constitution amid speculation he may dissolve parliament in a bid to end weeks of crisis in the tiny nation.

"From 20 May, 2002 onwards, I have been the president of the republic and it is incumbent upon me to be the guardian of the constitution," he said in his first address to parliament since East Timor was hit by violence last month.

"And to be a guardian of the constitution of the republic basically means to safeguard the democratic state based on the rule of law," he said.

"To the happiness of some and to the discontent of others I will continue to fulfil the sacred duty of safeguarding the democratic state, based on the rule of law, until the end of my mandate in May 2007, and I will do so unwaveringly and the people can be sure of that," Mr Gusmao said.

They were hoping to come up with a proposal that would allow Mr Gusmao to dissolve parliament and appoint a transitional government by suspending part of the constitution.

Mr Gusmao, a political rival of Mr Alkatiri's, has not commented directly on whether he supports their plans but his speech suggested that he would not be agreeing to go along with them.
