National Media Reports

26 houses were burnt in Metinaro

Twenty six houses were burnt in Metinaro on Thursday (23/8) morning by unidentified people from nearby IDP camps.

Three young men alleged to be involved have been arrested by the Portugues FPU in IDPs camp of Metinaro and are being investigated for the arson.

According to the UNPol Daily Security Briefing, there was a fight in Metinaro yesterday morning involving 100 - 300 people armed with machetes, steel darts and bows. Formed Police Units (FPUs) and the International Stabilization Force (ISF) managed to control the situation, but the market was almost completely destroyed in the fighting. Three people were arrested.

Mr. Ananias Gonçalves, one of the victims the said that he did not know the reason behind the violence.

“We totally lament this criminal action, we will not tolerate the damage done in Metinaro by displaced people. We as the population accept them but they do not consider what we have done for them,” said Mr. Gonçalves sadly. (TP and STL)

Humanitarian assistance distributed today

The Vice Prime Minister José Luis Guterres has announced that the Government will send 30 trucks of humanitarian assistance as emergency support to the victims of the eastern violence.

“The assistance will got to people in Baucau and Viqueque districts especially in Uatolari sub-district,” said Mr. Jose Luis on Thursday (23/8) in Government Palace, Dili. (TP and STL)

Xanana: Fretilin, not to be egoistic

Prime Minister Kayrala Xanana Gusmão has called on the Fretilin party not to be egotistical by stating that the Alliance government is the autonomist.

Speaking to the journalist after meeting with President José Ramos Horta on Thursday (23/8) in the Presidential Palace Caicoli, Dili Mr. Gusmão said that Timorese should not continue with the bad tradition of commenting on peoples’s backgrounds, but rather that they should accept each other.

“I will ask the National Parliament to create a board to investigate the backgrounds of all of us,” said Mr. Gusmão. (STL)

Dudu: Alfredo is the defender of law

The Former Falintil Commander region IV, Ernesto Fernandes Dudu on Wednesday (22/8) in Fatubesi Ermera said that the current meeting between President José Ramos-Horta and Alfredo Reinado Alves and his men is the sign of willingness from the state and church to solve the problem.

Mr. Dudu also said that Reinado will not run away from his responsibility to the judicial process.

He said that Reinado should be responsible for his action through justice. (STL)

Timor-Leste, needs anti-corruption law

The head of the Public Administration of Political Science Faculty of UNTL, Tolentino de Araujo said that the by the new Prime Minister, Kayrala Xanana Gusmão to draft an anti-corruption, collusion and nepotism law is a strong step towards good governance.

“I think it is the positive step that will combat corruption in the country,” said Mr. Araujo on Thursday (23/8) in national parliament. (STL)

Need time to solve Alfredo’s problem

The state and government of Timor-Leste need time to solve the case of Alfredo Reinado Alves and his followers as it is a serious case in the country according to the member of national parliament from CNRT party, Paulo Martins.

He said that the problem could be solved when all parts have the same good will to seek the solution for Reinado’s case in the dialogue.

He said that the problem will not be ended when all parties stand apart and do not accept each other. (STL)

Horta to presents Alfredo’s case to the government

President José Ramos-Horta reportedly will present the case of Alfredo Reinado Alves to the government on Tuesday next week.

“Next week Reinado’s case will be presented to the High Level Committee,” said East Timor Prime Minister, Kayrala Xanana Gusmão on Thursday (23) after meeting with President José Ramos-Horta in Presidential Palace Caicoli, Dili. (TP)

Fund for health treatment, Rogerio rejects the accusation

The P former minister of interior, Rogerio Tiago Lobato has rejected the accusation that the Fretilin’s government gave him US$30.000 for his medical treatment.

His lawyers Mr. Paulo Remedios and Nelson de Carvalho told journalists on Thursday (23/8) in Hotel Timor, Dili that Lobato did not receive the money.

“Government should not accuse our client of receiving money from Fretilin. I ask the government to show the legal invoices, it is clear that Mr. Rogerio does not receive US$30.000 from Fretilin,” said Mr. Paulo Remedios, quoting Lobato’s words. (TP)

Arsenio Bano gets SMS threats

The Vice President of Fretilin party also the member of national parliament from Fretilin, Arsenio Paixão Bano said that he received threats of the Short Text Message (SMS) on Monday (20/8) via the overseas Mobile Number.

“This is the first SMS I receive from Australian Mobile Number on Monday (20/8) at 1306 hours,” informed Mr. Bano on Thursday (23/8) in CCF Comoro, Dili.

He said that he is totally concerned by the SMS that threatened him not to criticize East Timor’s new Prime Minister.

Joaquim dos Santos: If Alfredo loves stability

The Fretilin member of the national parliament Joaquim dos Santos said that if Alfredo Reinado honours his public word, he is ready to submit himself to the justice, to have dialogue and disarm.

Speaking to the journalists on Thursday (23/8) Mr. dos Santos said that his actions will be based on his desire for stability in the country as a Timorese citizen. (DN)

Manuel Tilman: accepts anticipation elections

The member of the national parliament from Democratic Alliance (AD – KOTA/PPT), Manuel Tilman said that he agrees that the problems causing the conflict and violence that broke out in the country need to be resolved.

Speaking to journalists on Thursday (23/8) at the national parliament Mr. Tilman said that Fretilin will lose when its programmes do not pass in national parliament. (DN)

Cornelio Gama: “Timorese leaders overlook the national unity”

The member of national parliament from UNDERTIM party, Cornelio Gama L-7 said that Timorese leaders have forgotten the word of National Unity they declared to develop Timor-Leste.

“I want to say that at the start of independence, we spoke words of compromise that all Timorese should trust in national unity to build the nation and people of the country,” said Mr. Gama on Thursday (23/8) at national parliament, Dili. (DN)

UNMIT - Security Situation - Friday 24 August 2007

This is a broadcast of the UN Police in Timor-Leste to provide you with information about the security situation around the country.

The security situation in Timor-Leste as a whole has been calm, although Viqueque and Lautem remain tense.

Today in Dili, UNPol attended six incidents. At around lunchtime, a young man died after falling from a moving vehicle in Banana Road. Eyewitnesses report that the vehicle did not stop after the man fell. Police have tracked down the owner of the vehicle and are investigating.

Yesterday in Ermera, a 12-year-old boy and a 15-year-old boy were killed when their house in the sub-village of Lekau burned to the ground. A 22-year-old neighbour sustained minor injuries to his wrist whilst trying to apprehend the person suspected of starting the fire. Police have arrested the suspect and are investigating further.

In Liquica yesterday, a house in Ediri sub-village burnt to the ground. Police have investigated and determined the cause of the fire to be accidental. Nobody was injured in the fire.

United Nations police officers in conjunction with the national police of Timor-Leste (PNTL) and the International Stabilisation Force (ISF) remain fully deployed to respond to any disturbances that may emerge.

Defence rejects Timor murder allegations

Defence has rejected claims from East Timor renegade Alfredo Reinado that Australian soldiers broke the necks of two wounded men and shot dead civilians during the raid on his hideout five months ago.

Defence spokesman Brigadier Andrew Nikolic said Australian soldiers did shoot five armed supporters of Reinado in the raid on the village of Same, 110 kilometres south of Dili, on March 4.

"Defence has conducted a post-operation investigation regarding the Same operation in accordance with its normal processes. That investigation found that Australian personnel acted in self defence when shot at by members of Reinado's group," he said.

Reinado's claims emerged in a report in the online edition of Time magazine.

In it, Reinado accused the Australian soldiers of shooting dead one of his armed supporters while he was asking for a truce, killing two unarmed civilians and breaking the necks of two wounded men.

"The way they do operation is like we are animals or enemy," he said in the article. "They come to teach us about the Geneva Convention. They are the ones that don't respect it."

Reinado, a former East Timorese army officer, led the rebellion against the Fretilin government last year which sparked widespread violence and prompted the return of Australian troops.

Brigadier Nikolic said Reinado remained a fugitive from the Timorese criminal justice system who had threatened Australian troops.

He said his allegations did not accurately reflect the events of March 4.

Brigadier Nikolic said the Australian soldiers were operating under the lawful direction of the Timor-Leste government in attempting to apprehend Reinado and his armed associates.

"In the early hours of 4 March 2007 during a confrontation with armed supporters of Alfredo Reinado, Australian soldiers acted in self defence and returned fire resulting in the deaths of five of Reinado's men," he said.

"In a second incident on 4 March 2007, Defence can confirm that a Timorese man, detained on suspicion of association with the Reinado group, escaped. Neither this man, nor any detainee, Timorese national, unidentified civilian or ADF person was injured or killed as a result of this incident.

Brigadier Nikolic said East Timorese authorities, including the Public Prosecutions Service, had reviewed the incidents and decided not to conduct further investigations.

Autopsies of the five dead men confirmed none had a broken neck.

In a separate more recent incident, a junior officer is facing possible disciplinary action over the souveniring of three Fretilin flags by Australian troops.

That came close to sparking a major diplomatic incident, prompting apologies from those involved and public expression of regret from Brigadier John Hutcheson, commander of the Australian-led International Stabilisation Force.

Brigadier Nikolic said a patrol of Australian troops took the three flags as they passed through the village of Bercoli on the way from Viqueque to Baucau on August 18.

All were recovered and returned with apologies.

"The actions of the small number of International Stabilisation Force soldiers involved in taking the flags were inappropriate and culturally insensitive," Brigadier Nikolic said.

He rejected claims that the flags had been desecrated, saying they had been returned in the condition in which they were taken.

"Australian soldiers strongly value their relationship with the people of Timor-Leste and will continue to work diligently to maintain that relationship into the future," he said.

Defence Rejects Unfounded Timor Allegations

Defence rejects allegations reported by Rory Callinan in the online version of Time Australia magazine, relating to an incident in the village of Same (Timor Leste) on 4 March 2007.
The allegations are made by Alfredo Reinado, who is a fugitive from the Timorese criminal justice system and who has threatened the safety of Australian troops.

Defence spokesman, Brigadier Andrew Nikolic said Renaido’s allegations do not accurately reflect the events of 4 March 2007.

Brigadier Nikolic said the ADF has conducted a post operation investigation and it is clear that Australian personnel acted to defend themselves when shot at by armed members of Reinado’s group.

“In the early hours of 4 March 2007 during a confrontation with armed supporters of Alfredo Renaido, Australian soldiers acted in self defence and returned fire resulting in the deaths of five of Reinado’s men.”

Os militares da GNR, chamados ao local pelas nove horas da manhã, foram atacados, mas controlaram a situação e fizeram uma primeira detenção. As restantes aconteceram ao início da tarde, quando a violência se reacendeu na localidade.

Aproveitando a actual situação de concórdia, o presidente José Ramos-Horta encontrou-se com o major rebelde Alfredo Reinado para negociar a sua rendição. Durante o encontro, realizado no domingo, ambas as partes “manifestaram apoio a um processo de diálogo”, afirmou o Centro para o Diálogo Humanitário

Duas crianças morreram queimadas

Duas crianças, de 12 e 15 anos, morreram queimadas, ontem, dentro de uma casa no distrito de Ermera, a sudoeste de Díli, revelou a porta-voz da missão das Nações Unidas em Timor-Leste (UNMIT), Allison Cooper, acrescentando que "a investigação preliminar aponta para uma disputa entre vizinhos".

"No decurso da discussão, uma casa terá sido incendiada e as duas crianças que estavam lá dentro não conseguiram sair", afirmou Allison Cooper.

Outro incidente considerado "grave" pela UNMIT aconteceu em Metinaro, a leste da capital, onde confrontos junto do campo de deslocados se prolongaram por várias horas, com a destruição de sete casas.

Os confrontos em Metinaro, por onde passa a única via de ligação da capital em direcção aos distritos do Leste do país, obrigaram a um reforço da Polícia das Nações Unidas e de militares do Subagrupamento Bravo da GNR e das Forças de Estabilização Internacionais (ISF).

(ANS – Dili) - Accurate reporting is a tricky business at the best of times, and trickier still when alleged incidents happen in isolated areas and are widely reported in both the secular and Catholic press - as has occurred recently in East Timor where reports on an alleged intrusion into a `Catholic convent` identified first a Canossian convent (quickly denied), then a convent belonging to the Salesian Sisters in Baguia (also quickly denied).

And that is fully accurate, for there is no convent or dormitory belonging to the Salesian Sisters in Baguia. Their convent is in Laga, a Salesian parish, and all was well for them there, relatively speaking. What was accurate was that there was an incident relating to entry by a youth into the dormitory of an orphanage in Baguia, a mission outpost of the parish. Subsequent investigations reveal that the girl at the centre of the incident was 11 years of age. The youth concerned is in police custody. The dormitory was being looked after by lay people, since there are no resident members of either the SDBs or FMAs there, and by long agreement, some villages maintain a degree of ownership and control and even build the orphanages in some parts of the country, Baguia being one such case.

The Salesian Sisters have an orphanage in Laga, as also another orphanage and a professional school in Venilale. These were unaffected directly by the unrest, though the violent reactions of dissaffected persons due to political appointments has been a matter of deep concern to the Religious communities in the area and to law-abiding citizens. The problem in Baguia, our sources tell us, was that a mob had been roaming the streets and issuing threats for about three days. The area is isolated and the power company turns off the power to the village at midnight. The darkness and the general disturbance led to one youth, presumed to be part of the mob, forcibly entering a dormitory with some 8 girls in it. One sees, then, how reports of `gangs` and `8 years old` begin to develop.

Beyond the seriousness of the particular intrusion and attack on a minor, the other victim in these events can be the good and essential social work of the Church, more especially in outlying areas.

22/8/2007 - Timor-Leste – Retificando os últimos fatos reportados

(ANS – Dili) – Dados novos e confirmados permitiram retificar uma série de inexatidões de informação, devidas principalmente à dificuldade de acesso às notícias das regiões isoladas. A retificação se refere à presumida intrusão em “convento católico”, do qual uma primeira vez se disse que era dirigido por religiosas canossianas, dado logo desmentido; e, num segundo momento, indicado como pertencente às Filhas de Maria Auxiliadora, de Baguia, dado a seguir igualmente desmentido.

Agora se sabe que as Filhas de Maria Auxiliadora não têm nenhuma presença em Baguia, mas em Aga, onde há uma paróquia salesiana. Diz-se que ali - desde que os episódios de violência, amplamente divulgados pela imprensa internacional, explodiram em Timor-Leste, há pouco mais de uma semana - a situação não conta relativamente com novidades alarmantes.

O fato que EXIGE retificação se refere ao ataque por parte de um jovem a uma criança de 11 anos: deu-se realmente no dormitório de um orfanato de Baguia, estação missionária pertencente à paróquia salesiana de Laga, mas, de acordo com os habitantes da zona, dirigido por um grupo de leigos e não por Salesianos ou Filhas de Maria Auxiliadora, como se afirmou por vários meios de informação. A modalidade de gestão do orfanato é semelhante à de vários outros, distribuídos pelo país, esses também dirigidos por leigos.

As Filhas de Maria Auxiliadora ao invés dirigem os orfanatos de Laga e Venilale, onde existe também uma escola de formação profissional. Nessas obras, embora não atingidas diretamente pelos últimos episódios de violência, nascidos de dissonâncias políticas, a situação se vive com preocupação, como nas outras comunidades religiosas da zona, e entre os cidadãos cumpridores da lei.

O episódio de Baguia, segundo fontes salesianas na região, foi devido à presença de uma caterva que andou girando pelas ruas durante três dias. Por causa disso a área foi isolada e a companhia elétrica interrompeu o serviço pela meia-noite do dia do acidente indicado. A escuridão e a desordem generalizada foram os aliados de um jovem, presumivelmente adepto dos revolucionários, que se adentrou com violência em um dormitório do orfanato de Baguia, onde se encontravam 8 (oito) meninas, dados que depois se transformaram em “1 (uma) menina de 8 anos” e “um bando”.

Para além da seriedade do caso concreto do orfanato de Baguia, a outra vítima gravemente atingida por esta situação é o trabalho social da Igreja, precioso e necessário, sobretudo nas regiões mais afastadas.

Dili: Relatar com exactidão é um negócio manhoso nas melhores alturas e ainda mais manhoso quando todos os alegados incidentes acontecem em áreas isoladas e são largamente relatados em ambas as imprensas secular e Católica – como tem ocorrido recentemente em Timor-Leste onde relatos de uma alegada intrusão num 'convento Católico' identificaram primeiro um convento Canossiano (rapidamente desmentido), depois um convento pertencente às irmãs Salesianas em Baguia (também rapidamente desmentido).

E isso é totalmente exacto, porque não há nenhum convento ou dormitório pertencente às Irmãs Salesianas em Baguia. O convento delas é em Laga, uma paróquia Salesiana, e estava tudo bem com elas lá, relativamente falando. O que era exacto era que houve um incidente relativo à entrada de um jovem num dormitório de um orfanato em Baguia, um posto avançado da missão da paróquia. Investigações subsequentes revelam que a rapariga no centro do incidente tinha 11 anos de idade. O jovem em causa está na custódia da polícia. O dormitório era gerido por gente laica, visto que não há nenhum membro residente nem da SDBs ou das FMAs lá, e por acordos de há muito tempo, algumas aldeias mantém um grau de propriedade e controlo e chegam mesmo a construir os orfanatos nalguns locais do país, sendo Baguia um destes casos.

As Irmãs Salesianas têm um orfanato em Laga, e ainda um outro orfanato e uma escola profissional em Venilale. Estes não foram afectados directamente pelo desassossego, apesar da reacção violenta de gente descontente devido a nomeações políticas ser uma questão de profunda preocupação para as comunidades Religiosas na área e para os cidadãos cumpridores da lei. O problema em Baguia, disse-nos a nossa fonte, foi que uma nultidão tinha andado a correr nas ruas e a fazer ameaças durante cerca de três dias . A área é isolada e a companhia de energia corta a energia à meia-noite na vila. A escuridão e o distúrbio geral levou um jovem, presumido ser parte da multidão, a entrar à força num dormitório onde estavam 8 raparigas. Pode ver-se, como relatos de 'gangs' e de '8 anos de idade' se começam a desenvolver.

Para além da seriedade desta intrusão particular e do ataque a uma menor, a outra vítima nestes eventos pode ser o bom e essencial trabalho da Igreja, mais especialmente em áreas remotas.

Para além disto, há poucos outros detalhes disponíveis, mas isto ajuda a clarificar a situação.

The dormitory was being looked after by lay people, since there are no resident members of either the SDBs or FMAs there, and by long agreement, some villages maintain a degree of ownership and control and even build the orphanages in some parts of the country, Baguia being one such case.


The Salesian Sisters have an orphanage in Laga, as also another orphanage and a professional school in Venilale. These were unaffected directly by the unrest, though the violent reactions of dissaffected persons due to political appointments has been a matter of deep concern to the Religious communities in the area and to law-abiding citizens. The problem in Baguia, our sources tell us, was that a mob had been roaming the streets and issuing threats for about three days. The area is isolated and the power company turns off the power to the village at midnight. The darkness and the general disturbance led to one youth, presumed to be part of the mob, forcibly entering a dormitory with some 8 girls in it. One sees, then, how reports of 'gangs' and '8 years old' begin to develop.


Beyond the seriousness of the particular intrusion and attack on a minor, the other victim in these events can be the good and essential social work of the Church, more especially in outlying areas.

Alquimistas da escuridão apoderaram-se do sol

Tive o prazer de ler a transcrição de um artigo de Ângela Carrascalão aqui no Timor Lorosae Nação, que por acaso ainda não tinha lido no blogue Timor, do jornal Público, onde vou sempre vasculhar por gostar bastante de ler as suas crónicas.

Considero que Ângela Carrascalão representa uma das autoras que não faz da intelectualidade uma xaropada apesar de ser uma das intelectuais timorenses de vulto.

Infelizmente, a sua veia poética, o seu olhar romântico para o país e povo que ama, fazem com que me encontre discordante em determinados aspectos por ela abordados, independentemente de prazenteiramente saborear as suas prosas e conseguir visualizar através delas coisas agradáveis do passado.

Sem querer melindrar quem quer que seja, muito menos a autora, permiti-me uma vez mais discordar. Desta vez sobre a existência do sol brilhante timorense que uns quantos vêem mas que a maioria não consegue ver nem sentir.

Sabemos que o sol quando nasce devia de ser para todos mas a realidade é muito diferente por esse mundo fora e muito mais em Timor-Leste.

Então, mas brilha o sol para aqueles que não têm casa nem emprego, uns desde a destruição das milícias, antes da independência, outros de há um ano para cá?

Brilha o sol para mais de uma centena e meia de desalojados por todo o país?

Brilha o sol para as crianças sem escola, sem alimentação, sem família, sem nada?
Claro que não. Claro que para esses e muitos mais timorenses o sol não brilha nem aquece a triste sobrevivência e aquilo que eles vêem são nuvens, muitas nuvens negras carregadas de fome, desabrigo, doenças, ócio e miséria.

Não gosto de ser desmancha-prazeres e muito menos passar a vida a morar no palapaço do negativismo, mas é facto que Timor-Leste está numa situação deplorável por via da irresponsabilidade e incompetência de muitos personagens políticos que não se cansam de o arrastar para o descalabro.

Esses personagens continuam no Poder e a única coisa que fizeram foi rodear-se de uns quantos adereços humanos bem cheirosos para disfarçarem a sua presença, a sua incompetência, a sua iniquidade…

É com isso que eles nos tapam o sol que assim lhes pertence e que é imaginariamente visto por pessoas de boa índole, poéticas, que felizmente ainda existem e partilham o que julgam ver connosco, com aqueles que vêem a realidade sem perder a esperança de que um dia o sol realmente nasça e seja para todos.

Lá virá o dia em que nos livraremos dos “novos donos” do sol de Timor, destes alquimistas da escuridão!

She had been visiting Los Palos when reports of the IDF's conduct last June started to suggest that they were considering anyone in the area to be terrorists and were searching peoples houses on the basis that they might be Fretilin supporters. She also reported (unconfirmed until later) that Fretilin supporters were being leaned on by the IDF to support Xanana.

“Independência? Mas que independência?”

Os tão falados e refalados rumores - que assolam as sociedades confusas, mal informadas, e analfabetas - crescem como cogumelos mesmo que não se faça quase nada para isso, mas em Timor há quem faça uma força danada para que os rumores passem a verdades de pleno direito, a informação fidedigna e inquestionável.

Muitos o sabem e por isso todo o cuidado é pouco.

Não é sensato ouvir um rumor e não procurar saber sobre a verdade, sobre se na realidade corresponde à notícia de boca em boca que circula por este país.

Não é menos verdade que há rumores que passam a notícia de jornal e passam a verdade não o sendo. Estou a lembrar-me do caso de estupros relatados pelo padre Basílio Maria Ximenes e que não passaram de uma grande mentira que o bispo de Baucau aproveitou e encheu cabeçalhos de jornais e aberturas em rádios e televisões.

Um dos últimos rumores a correr por Timor-Leste, principalmente na região leste e que já chegou a Díli, dá-nos conta do impensável em relação aos militares australianos que supostamente estão cá para garantir a nossa segurança e um curso normal do caminho que empreendemos para a democracia. Mais ainda mais é de esperar desses militares quando sabemos que a ONU, a Unmit, Atul Khare, estão de mãos dadas com eles exactamente para nos darem o apoio necessário na construção do país, livre, independente e democrático – pelo menos é isso que dizem. Pois é, mas o impensável está a acontecer, sendo inútil pôr dúvidas sobre a veracidade de factos narrados pelos habitantes de pelo menos uma dúzia de localidades do leste de Timor. São eles que indignados questionam: "Independência? Mas que independência?"

“ENTÃO É DA FRETILIN E O GOVERNO É CNRT? TEM É DE APOIAR O GOVERNO!”

Assim, com expressões como as deste subtítulo, militares australianos calcorreiam em serviço de porta-a-porta, acompanhados por timorenses interpretes e esporadicamente por um ou outro elemento da PNLT – “que ficam um pouco distanciados” – fazendo a propaganda favorável a Alexandre Gusmão, ao CNRT xananista - “muitos não percebem que o CNRT de que falam é o de Xanana e não o que era de todos” – bem como propagandeando a coligação pós-eleitoral AMP. As abordagens já estão a decorrer há mais de uma semana pelo que é narrado e confirmado em Laga, Cai-Rui, Laleia, Venilale, Vikeke, Watulari e Kelikai, entre outros e são perfeitamente coincidentes. .

Não há dúvidas de quem compõe os grupos porta-a-porta, confirmando-se as nacionalidades mas faltando as identidades…

O que não falta são as certezas sobre a existência de “Amigos de Alex” dispostos a violar regras básicas num país que nos pertence por direito reconhecido pela comunidade internacional após décadas de lutas e milhares de martirizados.

O que falta é capacidade de comando ou vergonha na cara deste novo comandante das tropas australianas, John Hutcheson, brigadeiro vindo do Salomão, do Presidente da República, José Ramos Horta, a partir da denúncia dos factos que parecem terem passado despercebidos à Fretilin… pelo menos até agora.

O assédio organizado verifica-se há quase duas semanas segundo várias declarações coincidentes, muitos de nós sabemos e porque é que o PR disto nada sabe, nada faz… Será por também ser Amigo de Alex?

HD Centre (Swiss based Organisation Mediating in East Timor) – Tuesday, August 22nd, 2007

Geneva, Switzerland - The Geneva based mediation organization the Centre for Humanitarian Dialogue confirms that it facilitated a meeting between the President of East Timor José Ramos Horta and fugitive military police officer Major Alfredo Alves Reinado in Ermera District, South West of the capital Dili on Sunday 19 August 2007.

The meeting was a positive move towards the start of a genuine dialogue process between the Government and Major Reinado who left the army in May 2006 with a group of armed followers.

At the meeting both sides expressed support for a dialogue process with the aim of settling their differences peacefully and ending the armed confrontation.

The Centre for Humanitarian Dialogue has since been formally requested by both sides to continue to act as mediator and facilitator along with Movimentu Unidade Nacional ba Justiça (MUNJ). The HD Centre has also been active in mediating conflicts in Aceh; Nepal; The Philippines and Darfur among others.

President Ramos-Horta backs Post-CAVR

At a meeting with representatives of the Post-CAVR Secretariat on 10 August 07, Timor-Leste's new President strongly endorsed the Secretariat's mandate and requested that it continue throughout 2008 or until the Parliament and Government respond to the CAVR report. The President also backed the proposal that the ex-Balide Comarca, which was rehabilitated with Japanese funding and served as CAVR's national office, should become a national memorial for victims and human rights, as recommended in the CAVR report.
New Prime Minister comments on Chega! At his swearing in on 8 August 07, Prime Minister Xanana Gusmao told his audience of Members of Parliament and the Diplomatic Corps gathered at Palacio do Lahane that the CAVR report Chega! is important to Timor-Leste's future. The new Prime Minister said: ' The Report of CAVR concerning this collective experience over 25 years must be considered. This common experience helps us to understand our past and to better know ourselves. And for that reason we cannot ignore the lessons of the past in order to understand the current crisis and protect the future'.

World Bank grant The Post-CAVR Secretariat is one of several organizations in Timor-Leste recently given grants by the World Bank, supported by AusAID, for the Bank's program of Leadership and Communication for National Renewal. The Secretariat's grant of $49,483 is for the socialisation of the CAVR report, Chega!, to civil society in Timor-Leste. The socialisation project will operate for 6 months until December 2007.

Socialisation of Chega! The Post-CAVR Secretariat has formed three teams to socialise the CAVR report to civil society and faith-based organisations in Timor-Leste. Led by Jaimito da Costa, the program is focussed on preparing and mobilising these organisations to act as agents of Chega! in their local communities so that the Report contributes to the on-going national objective of building a culture of non-violence, human rights and accountability in Timor-Leste.

Radio program To supplement its socialisation of the CAVR Report, the Post-CAVR Secretariat commenced a weekly radio program in July. Called Chega! Dalan ba Dame (Chega! Road to Peace) the program is broadcast in Tetum at 7 am each Saturday morning on Radio Timor-Leste. The program is also broadcast by community stations in a number of districts. It will run until December.

Promotion of Chega! in Germany The Post-CAVR Senior Adviser, Pat Walsh, visited Germany in June-July to promote the CAVR report and attend an international conference on Peace and Justice held in Nuremberg, 25-27 June. The visit was made possible by a scholarship provided by the Friedrich Ebert Stiftung. Pat Walsh also used the visit to fund-raise, to give lectures on CAVR, to document memorialisation in Germany and to meet with organizations in Indonesia including the Indonesian Aliansi Sosialisasi Chega! in Jakarta. He also attended CTF's fourth public hearing held in Bali, 23-24 July.

Elections in Timor-Leste and Chega! Several initiatives were taken during the recent elections for the Presidency and National Parliament to remind candidates that Chega! has not yet been debated by the Parliament or acted on by the Government. The initiatives included briefing journalists and NGOs on Chega! and holding a seminar at the Post-CAVR premises for parliamentary candidates. Candidates were informed that Chega had been widely distributed in Timor and that the community expected the new parliament to address the report. Candidates for Fretilin, CNRT and PUN agreed to make Chega a priority if they were elected.

Presentation in Aceh on CAVR and new documentary The Director of the Post-CAVR Secretariat, Rev Agustinho de Vasconselos, addressed a conference in Aceh in May organised by the Acehnese NGO AJMI in collaboration with Elsam. His address focussed on the methodology used by CAVR in the conduct of its truth-seeking and community reconciliation mandate. The conference viewed a new documentary on CAVR produced by ICTJ.

Centenas de jovens enfurecidos incendiaram hoje dezenas de casas e protagonizaram cenas de violência no Timor Leste. Pelo menos duas pessoas morreram, informou a Organização das Nações Unidas (ONU). Agentes de segurança lançaram bombas de gás lacrimogêneo e detiveram pelo menos 14 pessoas em diferentes partes do país, inclusive em Díli, a capital.

Numa cidade próxima de Díli, mantenedores de paz da ONU "conseguiram controlar a situação, mas o mercado local foi quase totalmente destruído nos confrontos". Sem entrar em detalhes, a ONU informou que duas pessoas morreram em choques no distrito central de Ermera. Dezenas de casas foram incendiadas em Metinaro, 25 quilômetros ao leste de Díli, divulgou a polícia.

O Timor Leste, uma ex-colônia portuguesa posteriormente tomada pela Indonésia e que tornou-se independente em 2002, viveu momentos de caos em abril de 2006, quando episódios de violência interna deixaram 37 mortos e forçaram mais de 155.000 pessoas a fugirem. O país tenta restaurar a estabilidade política em meio à extrema pobreza e à escassez de comida.

Os ânimos voltaram a se exaltar em 6 de agosto deste ano, quando o herói da independência José Alexandre Xanana Gusmão foi incumbido de formar um novo governo depois de três rodadas eleitorais. East Timor's President Jose Ramos-Horta has met fugitive army rebel Alfredo Reinado to seek a peaceful solution to armed confrontation, a Swiss-based mediation group said.

The previously unannounced talks were held on Sunday in Ermera district, southwest of the capital Dili, the Centre for Humanitarian Dialogue said in a statement.

"At the meeting both sides expressed support for a dialogue process with the aim of settling their differences peacefully and ending the armed confrontation," it said.

Reinado, East Timor's former military police chief, escaped a year ago along with 50 other inmates from a prison where he had been held on charges of involvement in 2006 violence that killed 37 people and drove 150,000 from their homes.

Horta-Ramos, who won a Nobel Peace prize for overseeing the campaign against Indonesian rule, had appealed to Reinado to surrender his weapons and start negotiations. In June he ordered security forces to stop hunting the army renegade.

The army rebel had said he would turn himself in only when the former ruling party, Fretilin, left office and foreign troops sent into East Timor after last year's violence were out of the country.

Centre for Humanitarian Dialogue spokesman Andy Andrea said the two men had agreed to meet again.

"It's a beginning of a confidence-building process," Andrea said. "Both sides considered it to be a breakthrough. We hope there will be a series of meetings at all levels."

The Geneva-based group said both sides had asked it to continue to act as "mediator and facilitator".

Earlier this month Horta-Ramos appointed a coalition led by independence hero Xanana Gusmao to govern after no single party won a majority in a June 30 parliamentary election.

The move triggered violent protests by supporters of the Fretilin party, which led East Timor's 24-year struggle against Indonesian rule. The impoverished country of about one million people became independent five years ago.

Hundreds clash in fresh ETimor unrest

Dili - Hundreds of machete-wielding youths clashed in an East Timorese town Thursday in the latest outbreak of violence following the appointment of a new government early this month, the UN and police said.

Up to 300 people armed with machetes as well as steel darts and bows brawled in the Metinaro market, leaving it almost totally destroyed, the UN mission here said in a statement.

International and local security forces brought the situation under control in the town about 20 kilometres (12 miles) east of Dili, it said, but later about 10 houses and a motorcycle were torched. Three people were arrested.

The police commander for the area, Mateus Fernandes, told AFP that 26 houses had been burned down.

In the capital, where sporadic violence has occurred since President Jose Ramos-Horta announced that the government would be headed by former president Xanana Gusmao, large groups also engaged in fighting, according to the UN.

"Police have been in attendance and have fired tear gas to control the crowds. Six people have been arrested so far," the UN said.

The protests have apparently been stoked by sympathisers of the former ruling party Fretilin.

The party won the most votes in inconclusive June elections but not the absolute majority required to rule.

A coalition headed by Gusmao controlling a majority of parliamentary seats was instead asked to form a government, but Fretilin insists that it should have been approached.

Thousands of international peacekeepers and UN police are on patrol in restive East Timor, alongside local police.

The forces arrived in the wake of violence between local security force factions on Dili's streets in April and May last year that left at least 37 people dead.

Maputo - O Alto-comissário da ONU para os Refugiados apontou hoje a existência de "questões humanitárias" em Timor-Leste decorrentes da tensão que se vive no país, defendendo que só uma evolução positiva da "situação política" poderá contribuir para as debelar.

"Espero que a situação política permita resolver rapidamente as questões humanitárias e de protecção que se têm posto à população timorense. Como sempre, nos problemas humanitários a solução nunca é humanitária", disse António Guterres, em declarações à agência Lusa, no final de um encontro com o Presidente moçambicano, Armando Guebuza.

Observando que actualmente "não há refugiados de Timor", mas apenas "algum deslocamento interno por causa de questões de insegurança", António Guterres reforçou que para ultrapassar os problemas existentes "a solução é sempre política".

"Quando os problemas políticos se resolvem, os problemas humanitários deixam de existir", defendeu.

Cerca de 5.000 pessoas estão deslocadas e concentradas em pelo menos oito campos temporários no leste de Timor-Leste devido à violência que afectou a região durante a qual foram queimadas mais de 320 casas.

As maiores concentrações temporárias de deslocados localizam-se nas montanhas de Viqueque, onde estão cerca de mil pessoas, enquanto centenas de outras estão em vários pontos da cidade, na costa sudeste do país e cerca de um milhar no quartel da polícia em Uatu Carbau.

Os distúrbios em Timor-Leste, que atravessa uma crise política desde Abril de 2006, foram desencadeados no dia 13, quando o Presidente timorense, José Ramos-Horta, designou como primeiro-ministro Xanana Gusmão, do Conselho Nacional para a Reconstrução de Timor-Leste (CNRT), e não o candidato da Fretilin, o partido vencedor das eleições de 30 de Junho.

Xanana Gusmão dirige uma coligação de quatro formações políticas que controla 37 dos 65 lugares do novo parlamento de câmara única, enquanto que a Fretilin, embora vencedora nas eleições, apenas obteve 21 deputados.

No final da sua visita de quatro dias a Moçambique, António Guterres manifestou ainda o "apreço e gratidão" da agência das Nações Unidas a que preside pela "política exemplar de generosidade e de solidariedade do Estado e do povo moçambicano relativamente àqueles que procuram abrigo" no país.

"Estamos a trabalhar muito activamente para clarificar quem é e quem não é refugiado para que os refugiados possam ser eficazmente protegidos, mas também para que ninguém possa usar abusivamente dessa condição para abusar da hospitalidade do povo moçambicano", especificou.

O ex-primeiro-ministro português prometeu ainda "apoiar a fundo" o programa do governo moçambicano destinado a reforçar a capacidade de integração e de auto-sustento dos refugiados, bem como "projectos que estão a ser preparados nos domínios da educação, saúde, apoio à agricultura e segurança", que visam "apoiar a população refugiada, mas também a comunidade local".

"Moçambique está a dar um exemplo ao mundo de uma política muito bem pensada. Temos que fazer tudo para apoiar Moçambique na concretização dessa política", notou.

Confrontos fazem dois mortos

A nomeação de Xanana Gusmão continua a provocar violência no país.

Bandos de jovens entraram em confronto em várias partes de Timor-Leste, incluindo a capital, Díli. Dois mortos e dezenas de casas incendiadas é o resultado dos incidentes. A instabilidade no país continua, depois da nomeação de Xanana Gusmão para Primeiro-ministro.

Perto de Díli um mercado ficou totalmente queimado. As forças portuguesas da GNR tiveram que intervir em vários locais. Também tropas da Nova Zelândia e da Austrália entraram em acção, e foram feitas pelo menos 14 detenções.

A nomeação de Xanana Gusmão para chefiar o Governo timorense tem causado violentos protestos por parte de apoiantes da Fretilin, vencedora das últimas eleições legislativas.

Distúrbios retomam no distrito de Metinaro

Dili – 26 casas foram incendiadas e 17 pessoas foram detidas hoje pela Polícia do Timor-Leste após distúrbios no distrito de Metinaro, no leste do país.

Segundo fontes policiais, as detenções levadas a cabo a 30 quilometros de Díli, foram feitas com a colaboração da Polícia das Nações Unidas (UNPol) e da Polícia Nacional.

O inspector Mateus Fernandes, porta-voz da Polícia Nacional declarou à agência EFE «O relatório preliminar que recebi sobre a violência em Metinaro é que antigas rivalidades entre os habitantes podem ser a causa da violência», acrescentando «A Polícia Nacional colaborou com a UNPol e a ISF (Força Internacional de Estabilização) para acalmar a violência, que infelizmente causou a destruição de 26 casas de pessoas inocentes».

Os incidentes também confirmados por Kedma Mascarenhas, porta-voz das Nações Unida têm ocorrido nas últimas semanas, após a nomeação de Xanana Gusmão como primeiro-ministro e são atribuídos aos seguidores da Frente Revolucionária do Timor-Leste Independente (Fretilin).

Duas crianças morrem queimadas dentro de casa em Ermera

Duas crianças, de 12 e 15 anos, morreram hoje queimadas dentro de uma casa no distrito de Ermera, a sudoeste de Díli, afirmou a porta-voz da missão das Nações Unidas em Timor-Leste (UNMIT), Allison Cooper.


"A investigação preliminar aponta para uma disputa entre vizinhos na origem do incidente", declarou a porta-voz da UNMIT.

"No decurso da discussão, uma casa terá sido incendiada e as duas crianças estavam lá dentro", acrescentou Allison Cooper.

O incidente ocorreu, segundo a informação preliminar disponível, na aldeia de Laucau.

Outro incidente considerado "grave" pela UNMIT aconteceu em Metinaro, a leste da capital, onde confrontos junto do campo de deslocados se prolongaram por várias horas, com a destruição de sete casas.

Os confrontos em Metinaro, por onde passa a única via de ligação da capital em direcção aos distritos do leste do país, obrigaram a um reforço da Polícia das Nações Unidas e de militares do Subagrupamento Bravo da GNR e das Forças de Estabilização Internacionais (ISF).

Nos confrontos estiveram envolvidas "entre 100 a 300 pessoas, armadas de catanas e dardos metálicos", segundo informação oficial da UNPol.

"A situação foi controlada mas o mercado ficou quase totalmente destruído na luta", acrescentou a UNPol. Três pessoas foram detidas.

Além dos incidentes em Ermera e Metinaro, "a situação de segurança no país é em geral estável", segundo o boletim diário da UNPol.

Earlier this month Horta-Ramos appointed a coalition led by independence hero Xanana Gusmao to govern after no single party won a majority in a June 30 parliamentary election.

The move triggered violent protests by supporters of the Fretilin party, which led East Timor's 24-year struggle against Indonesian rule. The impoverished country of about one million people became independent five years ago.

Timor-Leste voltou a assistir a graves confrontos nas regiões de Metinaro e Ermera, tendo-se registado dois mortos, segundo informações avançadas pela Polícia das Nações Unidas (UNPol), noticia a agência EFE.

As duas vítimas ocorreram em Ermera, a 57 quilómetros de Dili. Os distúrbios em Metinaro, a 25 quilómetros da capital, registaram 26 casas incendiadas. Há ainda registo de problemas em Dili, onde foram detidas seis pessoas.

«O relatório preliminar que recebi sobre a violência em Metinaro afirma que pode ser causada por antigas rivalidades entre os moradores. A Polícia Nacional colaborou com a UNPol e a ISF (Força Internacional de Estabilização) para travar a violência, que infelizmente causou a destruição, com fogo, de 26 casas de pessoas inocentes», afirmou o porta-voz da Polícia, Mateus Fernandes.

A porta-voz das Nações Unidas, Kedma Mascarenhas, confirmou que houve acções violentas em Metinaro, mas disse que, por enquanto, não recebeu mais relatos dos membros das forças internacionais na região dos incidentes.

DILI, East Timor (Reuters) -- A market and 10 houses were torched in East Timor during fighting between gangs armed with machetes and steel darts, the United Nations said Thursday. The organization also reported that two people were reported killed in another confrontation.

Violence has erupted in several districts in East Timor since early this month, when President Jose Ramos-Horta appointed a coalition led by independence hero Xanana Gusmao to govern after no party won a majority in parliamentary elections June 30.

It was unclear if the latest violence was linked to political tensions.

Three people were arrested after the fighting in Metinaro, east of the capital Dili, during which a market was badly damaged by fire, the U.N. police said in a statement.

In Ermera, southwest of the capital, there were reports of a confrontation in which two people were killed, the U.N. said, adding there was no further information.

Separately, police commander Mateus Fernandes told Reuters 26 houses had been burned down during the gang fight in Metinaro in a camp for displaced people.

Two more arrests were made in the Bairopite in the Dili area after groups blocked a road with burning tires and attacked a police car, injuring one officer, Fernandes said.

Ramos-Horta's decision to appoint Gusmao's coalition sparked violent protests by supporters of the former ruling party, Fretilin, which claims the right to govern after winning most votes in the polls.

Factional bloodshed broke out in the impoverished country of about 1 million people last year, forcing tens of thousands to flee their homes.

The mayhem, during which 37 people were killed, was triggered by the previous government's decision to sack 600 soldiers.
