WARM WELCOME FOR RAMOS-HORTA IN SAME AND ALAS
The Minister for Foreign Affairs and Cooperation, Dr José Ramos-Horta, accompanied by the Secretary General of the Ministry of Foreign Affairs, Nelson Santos, today visited the cities of Same and Alas where he was warmly received by the local authorities and populations.
Foreign Ministry Officials, Licínio Branco and Roberto Nunes, travelled to those localities the previous day, to help organise the visit.
In Same, a coffee-rich region with enormous agricultural potential, he met with the District Administrator Filomeno Tilman and local members of key political parties.
“Given the current political tensions at national level, it is understandable there was some tension at local level between the party members of Fretilin, PD and PSD, which led to mutual accusations of unbecoming behaviour,” Minister Ramos-Horta said.
One particular issue, was the allegation against some Fretilin members that they had received weapons during the Fretilin Congress held in Dili and took them back to Manufahe (Same).
Dr Ramos-Horta who is also the founder of the non-government, non-partisan, Peace and Democracy Foundation (PDF), assigned the district PDF coordinator, Quintano Massa, a well respected community member in the region, to facilitate discussion between State authorities, Traditional Chiefs and the local political parties.
Following the meetings with officials and party members, Minister Ramos-Horta addressed more than one thousand people who, like everywhere where he has visited in recent times, enthusiastically welcomed him.
In his address the Minister appealed to national unity, rejection of actions by some designed to divide the Timorese society and congratulated the local authorities, including PNTL (National Police of Timor-Leste) for maintaining the services functioning and in general tranquility in the area.
“Only a permanent dialogue, specially in this critical phase, will be able to clarify doubts, dissipate rumours and clear tensions in the midst of the Same society,” Dr Ramos-Horta stressed to the crowd.
After the visit to Same, the Minister traveled to the sub-district of Alas, one of the most isolated and beautiful regions of Timor-Leste. The welcome in Alas was enthusiastic and given with much genuine human affection.
“It might be the very first time in my life that I have visited this locality, but it won’t be the last and promised to return soon,” the Minister told the people.
Minister Ramos-Horta said that in both Same and Alas the concerns raised were identical.
“People are concerned about the situation in Dili, they want the truth to be told, and they want people to assume responsibility for what is happening,” Dr Ramos-Horta said.
In his addresses he explained the process for the all inclusive dialogue; the establishment of an independent Special Inquiry Commission by the UN to investigate and report on allegations of criminal and human rights violations during the period of April, May, with reference to particular incidents of 28-29 April, 23-24-25 May; the presence of the international military forces in Timor-Leste and the next new mission of the UN following on from UNOTIL.
Dr Ramos-Horta said that as in all places he has visited as Minister for Foreign Affairs and Minister for Defence, the population has warmly welcomed the international military and police forces and it was the same in Same and Alas.
On his arrival at Dili, mid afternoon, the Minister for Foreign Affairs, visited the new headquarters of the newspaper Suara Timor Lorosae to observe the security conditions required by the management of the newspaper.
This morning Minister Ramos-Horta met with a group of commanders from the joint task force, also attended by Interior Minister Alcino Barris to assess the situation in certain areas of Dili and to discuss some operational initiatives.

Calorosa recepção a RAMOS-HORTA em SAME e ALAS
O Ministro dos Negócios Estrangeiros e Cooperação, Dr José Ramos-Horta, acompanhado pelo Secretário Geral do Ministério dos Negócios Estrangeiros, Nelson Santos, visitou hoje as cidades de Same e Alas onde foi calorosamente recebido pelas autoridades locais e populações.
Os funcionários do Ministério dos Estrangeiros, Licínio Branco e Roberto Nunes, viajaram para essas localidades no dia anterior, para ajudar a organizar a visita.
Em Same, uma região rica em café com enorme potencial agrícola, ele encontrou-se com o Administrador do Distrito Filomeno Tilman e membros locais de partidos políticos chave.
“Dadas as tensões políticas correntes a nível nacional, é compreensível que haja alguma tensão a nível local entre os membros dos partidos Fretilin, PD e PSD, que levam a acusações mútuas de conduta inconveniente,” disse o Ministro Ramos-Horta.
Um assunto particular, foi a alegação contra alguns membros da Fretilin que tinham recebido armas durante o Congresso da Fretilin que teve lugar em Dili e que as trouxeram para Manufahe (Same).
O Dr Ramos-Horta que é também o fundador da Fundação Paz e Democracia (PDF) uma organização não-governamental, não-partidária, atribuiu ao coordenador do PDF do distrito, Quintano Massa, um respeitado membro da comunidade na região, a tarefa de facilitar a discussão entre as autoridades do Estado, os Chefes Tradicionais e os partidos políticos locais.
A seguir ao encontro com funcionários e membros dos partidos, o Ministro Ramos-Horta dirigiu-se mais de mil pessoas que, como em todo o lado que ele tem visitado em tempos recentes, deram-lhe as boas-vindas entusiasticamente.
Na sua intervenção o Ministro apelou à unidade nacional, à rejeição das acções de alguns com o objectivo de dividir a sociedade Timorense e congratulou as autoridades locais, incluindo a PNTL (Polícia Nacional de Timor-Leste) por manter o funcionamento dos serviços e em geral a tranquilidade da área.
“Só um diálogo permanente, especialmente nesta fase critica, permitirá clarificar dúvidas, dissipar rumores e aliviar tensões no interior da sociedade de Same,” Dr Ramos-Horta sublinhou à multidão.
Depois da visita a Same, o Ministro viajou para o sub-distrito de Alas, uma das regiões mais isoladas e bonitas de Timor-Leste. As boas-vindas em Alas foi entusiastica e dada com muita genuína afeição humana.
“Pode ser a primeira vez na minha vida que visitei esta localidade, mas não será a última e prometo regressar em breve,” o Ministro disse ao povo.
O Ministro Ramos-Horta disse que tanto em Same como em Alas as preocupações levantadas foram idênticas.
“As pessoas estão preocupadas com a situação em Dili, querem que a verdade seja dita, e querem que as pessoas assumam a responsabilidade para o que está a acontecer,” Dr Ramos-Horta said.
Na sua intervenção ele explicou o processo para o diálogo inclusivo; o estabelecimento de uma Comissão Especial de Inquérito independente pela ONU para investigar e relatar sobre alegações de violações criminais e de direitos humanos durante o período de Abril, Maio, com referência aos incidentes particulares de 28-29 Abril, 23-24-25 Maio; a presença de forças militares internacionais em Timor-Leste e a próxima nova missão da ONU a seguir à da UNOTIL.
O Dr Ramos-Horta disse que como em todos os lugares que visitou como Ministro dos Negócios Estrangeiros e Ministro da Defesa, a população deu as boas-vindas calorosas às forças internacionais militares e policiais e que aconteceu o mesmo em Same e Alas.
Na sua chegada a Dili, a meio da tarde, o Ministro dos Negócios Estrangeiros, visitou as novas instalações do jornal Suara Timor Lorosae para observar as condições de segurança pedidas pela administração do jornal.
Esta manhã o Ministro Ramos-Horta encontrou-se com um grupo de comandantes da força conjunta, a que também assistiu o Ministro do Interior Alcino Barris para acompanhar a situação em certas áreas de Dili e discutir algumas iniciativas operacionais.
