Sei que muitos dos leitores não gostam do comentário, mas isso para mim é um verdadeiro estimulo!Podem ter a certeza que duranteos próximos tempos será aqui deixado no vosso Blog:

É importante ter presente o que recentemente foi escrito num Jornal em Portugal, que de certa forma vai ao encontro dos meus últimos comentários, que não devem agradar muito aos australianos e a alguns timorenses:
“……NÃO ENTENDEM ESSAS PESSOAS QUE APENAS ESTÃO A INVIABILIZAR UM PAÍS? A HIPOTECAR O SEU FUTURO E O FUTURO DOS SEUS FILHOS? A SEMEAR O SOFRIMENTO, A MORTE E A DESTRUIÇÃO? E QUE OS MOTIVOS INVOCADOS SÃO GRATUITOS, PRIMÁRIOS E INCONSEQUENTES? …..NÃO ENTENDEM ESSAS PESSOAS QUE UM ESTADO, PARA SUBSISTIR, PRECISA DE (UM MÍNIMO DE) PAZ, LEI E ORDEM? QUE A VIOLÊNCIA APENAS GERA MAIS VIOLÊNCIA?.....”;

Este vosso servo acrescenta: NUNCA HAVERÁ DESENVOLVIMENTO SEM SEGURANÇA E QUE PARA OS TIMORENSES VIVEREM EM SEGURANÇA O PAÍS TERÁ DE SE DESENVOLVER DE FORMA SUSTENTADA E SEM INTERFERÊNCIAS EXTERNAS QUE CONDICIONEM A VONTADE NACIONAL!

Assim, tudo o que se tem passado recentemente justifica perfeitamente o comentário efectuado no seu excelente Blog, que fico satisfeito estar a incomodar e por isso aqui reitero apesar de alguns “chicos espertos” timorenses e internacionais terem a mania que são donos da verdade e que os outros são todos um cambada de estúpidos e ignorantes! ATENÇÃO AO VELHO DITADO “ VERDADE É COMO O AZEITE, VEM SEMPRE AO DE CIMA”. Conheço em detalhe todos os pormenores da actual crise politico-militar e, por isso, o tempo vai encarregar-se de me dar razão como, aliás, aconteceu até à data com os tristes desenvolvimentos desta crise, que só aconteceu porque os timorenses estão desavindos desde há muitos anos (os intervenientes sabem do que falo). Julgo que seria importante na actual conjuntura dar algum destaque a este comentário (não tiro nem uma virgula):

O que se passa em Timor é um escândalo e uma vergonha patrocinada pelo PR e seus amigos australianos (através de alguns pontas de lança como a sua linda e simpática mulher bem conhecida do também seu especial amigo RH!!!!! e do distinto chefe de gabinete, AP, que tem feito toda a ligação com a oposição e também os amigos australianos – será preciso relatar em pormenor todos os passos que tem dado?) com a utilização e manipulação de Reinado e companhia o que não dignifica o Estado de Direito e a imagem do país e dos timorenses perante a Comunidade Internacional. Já não existe a mesma onda de solidariedade e respeito pelos líderes timorenses, que demonstram não merecer o seu povo nem o sacrifício de todos os que lutaram pela independência. Será que o PR, RH e os restantes intervenientes no golpe institucional ainda não perceberam que podem existir provas muito grave e comprometedoras? E que estão a ser usados pelos políticos do país dos “cangurus” com apoio dos “cowboys”? O PR deixou de estar lúcido e hipotecou todo o crédito e prestigio internacional e mesmo a nível nacional!!! Quando se aperceberem já será tarde porque os australianos vão descartá-los ou fazê-los desaparecer…. Existem de facto essas provas, pois não são apenas os australianos com capacidade de trabalhar “underground”, que serão entregues no momento, local próprios e instâncias internacionais adequadas para evitar manipulações, tendo em vista o processo de impunidade em curso com o patrocínio de alguns responsáveis do sistema judicial e das NU, que também terão de prestar contas!! Já foram enviadas algumas das provas para a sede da ONU, através de canais especiais.

Francamente não está em causa o dever, muito menos o direito, de se tomar firme partido nesta triste e selvática crise politico-militar em que não se olharam a meios para atingir os fins! Eu próprio apesar de dúvidas que subsistem, não me isento de ter opinião e já transmiti a quem de direito tudo o que sabia com as respectivas provas. Este Blog pode incomodar muita gente, mas tem a virtude de permitir a expressão de opiniões, que devem ser respeitadas e não atacadas de forma suspeita e pouco democrática por alguns dos comentadores, que estão perfeitamente cristalizados. Em verdadeira democracia não existe nada tão perigoso como a falta de opinião esclarecida e empenhada. A grande questão que se coloca é muito objectiva! É simplesmente a de saber se a indesmentível e indisfarçável coerência ideológica com que se organizam os campos de opinião numa questão que, na sua essência, pouco tem de ideológico não revela antes de mais uma preocupante facilidade de alinhamento preconceituoso dos políticos e pseudo-intelectuais timorenses. E sobretudo uma perigosa carência de verdadeiros livres-pensadores na sociedade timorense actual. A mim, tanto e tão espontâneo maniqueísmo deixa-me preocupado enquanto cidadão do mundo (como dizia Sócrates, o filosofo) e da lusofonia.

Convém acentuar, que existem muitas instâncias que nos querem por detrás de actores visíveis. ASSIM, RECUSAR TOMAR PARTIDO PELAS FACÇÕES OU INTERVENIENTES DESTA CRISE SIGNIFICA: NÃO TOMAR PARTIDO PARA TOMAR O VERDADEIRO PARTIDO – PELA PAZ E PELAS FORÇAS DA VIDA.

Em síntese e para terminar, podemos dizer que TERÁ DE SER O POVO TIMORENSE, ATRAVÉS DE UMA EFECTIVA MOBILIZAÇÃO NACIONAL E VERDADEIRO SENTIDO DE CIDADDANIA E PATRIOTISMO, a proceder com urgência a uma verdadeira triagem daqueles que não interessam ao país e a encontrar a solução justa e adequada, QUE NÃO PASSE APENAS PELAS VISÕES LUNÁTICAS E UTÓPICAS, DO PR E SEUS AMIGOS, RELACIONADAS COM A FAMOSA BANALIZAÇÃO DA “RECONCILIAÇÃO”, FECHANDO OS OLHOS À JUSTIÇA, TENDO EM VISTA A TOTAL IMPUNIDADE DOS VERDADEIROS RESPONSÁVEIS! NÃO HAVERÁ VERDADEIRA RECONCILIAÇÃO SEM APLICAÇÃO DA JUSTIÇA E DA LEI.
(Convém lembrar o que já foi referido por alguém: “…na questão da reconciliação, sobressairá sempre a permanente duvida sobre a força rectificativa do resultado alcançado. A reconciliação deixa efeitos retroactivos que a seu tempo se farão sentir – isto se não for alcançada com o caminho da justiça e da paz…” Parte dos actuais problemas em Timor estão relacionados com a deficiente gestão do processo de reconciliação conduzido por Xanana!

The Necessity for a New Pragmatism in East Timor

East Timor’s Prime Minister Mari Alkatiri has been strong-armed from office, though his many supporters may have trouble accepting his demise. He leaves behind him not only the difficult question of a successor, but four major crises that hang like heavy shackles from the country’s social and political limbs. Here are thumbnail sketches of each.

Security

The quick arrival of international troops has brought Dili’s mayhem under control. But public security will remain a problem for the foreseeable future. The divisions exposed over the last two months have deep roots and will not go away quickly. Dangerous militia gangs have reappeared driven by ethnic loyalties and hatreds. Ominously, some of them may even have links to politicians. Despite confiscation of arms from army dissidents many firearms remain in circulation or hidden – not just modern “registered” weapons but leftovers from previous conflicts, as well as homemade firearms.

The military and police

Late last year age-old ethnic divisions rose to the surface in the East Timor Defence Force. Soldiers from the loromonu west of the country complained that lorosae easterners were being favoured in promotions and conditions. After demonstrating in defiance of their senior officers, almost 600 westerners – more than a third of the army – were abruptly sacked. It was this ill-considered action that triggered the current crisis. In the turmoil that followed there were armed clashes between easterners and westerners. The predominantly eastern remnant of the army turned on the East Timor police force, reducing it to organisational rubble in a few days.

The leadership of the armed forces has been seriously flawed. Former Defence Minister Roque Rodrigues was dismissed for his incompetent handling of the situation. His close protégé, armed forces commander Taur Matan Ruak acquired legendary status as a guerrilla leader during the resistance to Indonesia, but has turned out to be a weak leader of the post independence defence force.

Politics

Fretilin – the political movement that dominated East Timor’s struggle for independence – currently holds 55 seats in East Timor’s 88-seat parliament. The remaining seats are divided among a jostling crowd of small parties, none of which got more than 9% of the vote in the last election. But on the whole, living standards have not advanced for the country’s rural masses, nor for many of the youth in Dili. Although Prime Minister Alkatiri has lost his job and, prior to that, two senior ministers were sacked, the government bears a collective responsibility for the current crisis. Given this, it is inevitable that Fretilin will be punished by voters in next year’s general election. It may even lose its current majority. Fretilin will be forced to deal with smaller parties, a process that will prove to be painful for many Fretilin stalwarts. The sharp hatreds that the current crisis has exposed make power sharing a recipe for renewed instability.

The current crisis may also mark the beginning of the end for the Portuguese-speaking elite that dominates government. None of them has emerged from the current crisis looking good. Several leading figures – most notably Mari Alkatiri and Roque Rodrigues – have seen their careers hit a brick wall. Nobel Laureate Jose Ramos-Horta looked flaky by resigning from his ministry in a huff. Even the widely (but not universally) revered President Gusmao looked vacillating, threatening to resign then apparently having second thoughts about the threat.


The Economy

A kind of myth has taken root in East Timor and among many foreign observers, that when the country’s oil revenue starts to flow in significant quantities all its big problems will be at an end. But repeatedly across the world (most notably in Nigeria), oil-rich countries plagued by ethnic rivalry and weak governance, as East Timor is, have found it difficult to manage their oil wealth efficiently, frittering it away in failed projects and corruption.

Given East Timor’s rudimentary level of education it may be necessary for large numbers of foreigners to come in to manage development projects. This may lead to the rise of a demoralising two-tier economy of the kind that was dramatically in evidence during the UN’s years of administration. East Timor’s need for a well educated workforce is not helped by the government’s bizarre insistence that secondary and tertiary education shift to Portuguese – a language that few people know at all, let alone well.

Apart from its considerable potential oil wealth, East Timor’s main sources of export income are coffee and tourism. While both domains of enterprise offer the hope of mass employment, it will be difficult to develop them quickly enough to mop up Dili’s large population of unemployed people. The quality of East Timor’s coffee is good but prices on international markets are notoriously volatile. The current crisis will scare tourists away in the immediate future and the possibility of future unrest will slow investment in East Timor’s still-rudimentary tourist infrastructure.

Some policy options

If there is one good outcome of the current crisis it is that a new pragmatism will be forced on the ideologues and bright-eyed activists whose rhetoric has concealed many of the problems now so dramatically evident in East Timor. A huge nation-building task awaits the country’s leaders. Some difficult decisions will have to be made if there is to be a long-term recovery from the current turmoil. Here are a few of the hard options that may have to be very seriously considered:

* A permanent international police-military presence in the country such as has kept the peace in Cyprus for three decades.
* The abolition of the East Timor Defence Force and the negotiation of a security treaty, probably with Australia. Possibly Brunei’s arrangements with the Britain could be a model. There will have to be long-term and well-funded retraining of East Timor’s police force.
* The scaling down of the Portuguese language policy, with Tetum becoming the principle medium for primary and secondary education and English being the principle second language accompanied by the opportunity to study Portuguese and Indonesian.
* Although there are dangers in the rise of a bloated public service, to widen employment opportunities the current policy restricting the size of the public service may have to be abandoned.

Lá volta v. aos ataques desnecessários à LUSA! A verdade é que ainda há cerca de meia-hora ouvi na TSF o porta-voz da GNR aí a dizer exactamente aquilo que a LUSA diz e que v. diz que é mentira: que a GNR admite que, após cerca de dez dias de "paz" em Dili, os incidentes que se verificaram agora estarão relacionados com a visita do António Costa.
Admito que seja uma forma "sui generis" --- os timorenses são "sui generis" em muitas coisas, até na organização de golpaças... --- de comemorar a visita do ministro e uma forma de o convencer a enviar mais GNRs... :-)

confesso que até já tinha saudades da forma "carinhosa" como o blog gosta de tratar o correspondente da Lusa em Timor-Leste. Meus amigos.... pela língua morre o peixe. lamento mas o blog falhou... no minimo, um pedido de desculpas seria um acto de gente crescida. Pelo menos à TSF (sem representação em Dili) a GNR confirmou a história de Eduardo Lobão. Vá lá.... desculpa Eduardo lobão!!!!! não custa nada.
