There is a lot of misinformation circulating about Fretilin's policies, in particular the use (or not) of revenue from the Petroleum Fund.
It is not true to say that the Fretilin Government has not spent any of the petroleum revenue, nor that transferring Timor Leste’s petroleum revenue directly into the US Federal Reserve has prevented Timor-Leste's development.
The Petroleum Fund Law requires that all petroleum revenue be deposited into the Petroleum Fund as a means of trying to prevent that revenue being deposited into the hands of corrupt politicians as we have seen in Nigeria and other countries who have been cursed by their natural resource wealth. The Law requires that Parliament (not just the Government, Fretilin or otherwise) determines how much petroleum revenue is withdrawn from the Fund.
It is true to say that Fretilin has not spent more than a sustainable amount of revenue from the Petroleum Fund in any year since its establishment. This is a good thing for so many reasons, a couple of which are:
- (as Helen Hill mentioned) petroleum is not a renewable resource, and the Fretilin Government established these mechanisms to manage its petroleum revenue so that Timor-Leste would not end up like (e.g.) Nauru (going from having rich per capita wealth to one of the poorest).
- Budget Execution. The reasons why Budget execution is poor are complex and I do not have the time to explain them, but suffice to say, if more revenue is withdrawn from the Petroleum Fund than the bureaucracy can administer, this will not just result in a 'little waste' (or however it was Damien Kingsbury put it) but will weaken the institutions of financial management and provide further incentive for corruption, and a great deal of waste.
My PhD is titled 'Sustainable development or resource cursed? An exploration of Timor-Leste's institutional choices' and it will be available electronically (hopefully by the end of the year). My research is an exploration of the mechanisms the Government of Timor-Leste put in place to avoid the problems that other countries with a huge influx of natural resource wealth have encountered. I have studied this topic and interviewed over 60 East Timorese from all walks of life about their preferences in terms of petroleum revenue management. Having spent four years doing that, I know that many Timorese, and I, think the Petroleum Fund Law and the systems the Fretilin Government put in place to manage petroleum revenue are wise. If the new Government continues with these plans, and improves the systems of procurement and budget execution, Timor-Leste will continue on its long path to sustainable development.
Neither Fretilin nor CNRT can be held entirely responsible for the pace of progress in this wonderful country that we all passionately want to see 'make it'.

I really appreciate your great work, although a sustainable development doesn´t rely only on the petroleum funds. We have to admit the great things left by the Fretilim Government, while we also connot deny corruption, collusion and nepotism during the last five years of its reign. There were a lot things should be corrected by the new government. They are wise, however, within their wisdom is hiding a fathal virus which should be revealed in order to be cut off. It depends on the capability of the new government to find it out and reveal to the public as well as to put things in order... People who are very linient like Mr. Xanana and Ramos Horta are incapable to reveal it, although they know it. Hopefully

Há muita informação errada a circular sobre as políticas da Fretilin, em particular sobre o uso (ou não uso) dos rendimentos do Fundo do Petróleo.
Não é verdade dizer-se que o Governo da Fretilin não gastou nada dos rendimentos do Fundo do Petróleo, nem que a transferência directa dos rendimentos do Fundo de Petróleo de Timor-Leste para a Reserva Federal dos USA tenha evitado o desenvolvimento de Timor-Leste.
A Lei do Fundo de Petróleo requer que todos os rendimentos do petróleo sejam depositados no Fundo do Petróleo como um meio de tentar prevenir que os rendimentos venham parar às mãos de políticos corruptos como temos visto na Nigéria e noutros países que têm sido amaldiçoados pela sua riqueza em recursos naturais. A Lei requer que o Parlamento (não apenas o Governo, a Fretilin ou similares) determine quanto rendimento do patróleo deve ser retirado do Fundo.
É verdade dizer que a Fretilin não gastou mais do que uma quantidade sustentável de rendimento do Fundo de Petróleo em qualquer ano desde a sua fundação. Esta é uma coisa boa por muitas razões, duas das quais são:
- (como a Helen Hill mencionou) o petróleo não é um recurso renovável, e o Governo da Fretilin estabeleceu este mecanismo para gerir o rendimento do petróleo de modo a que Timor-Leste não acabe como por exemplo Nauru (que passou de ter uma das maiores riquezas per capita a uma das mais pobres).
- Execução do Orçamento. As razões da pobre execução orçamental são complexas e não tenho tempo para as explicar, mas basta dizer, que se for retirado mais dinheiro do Fundo de Petróleo do que a burocracia conseguir administrar, disto não resultará apenas num 'pequeno estrago' (ou seja lá como for que Damien Kingsbury lhe chamou) mas enfraquecerá as instituições de gestão financeira e fornecerá mais incentivos para corrupção e bastantes perdas.
O meu doutoramento tem o título 'Desenvolvimento sustentado ou amaldiçoado pelos recursos? Uma exploração das escolhas institucionais de Timor-Leste' e estará disponível electronicamente (espero que pelo fim do ano). A minha investigação é uma exploração dos mecanismos que o Governo de Timor-Leste montou para evitar os problemas que outros países com um enorme influxo de riqueza de recursos naturais encontraram. Tenho estudado este tópico e entrevistei mais de 60 Timorenses de todos os tipos de vida acerca das suas preferências em termos de gestão dos rendimentos do petróleo. Tendo passado quatro anos a fazer isso, sei que muitos Timorenses, e eu, pensam que a Lei do Fundo do Petróleo e os sistemas que o Governo da Fretilin montou para gerir os rendimentos do petróleo são sábios. Se o novo Governo continuar com esses planos,e melhorar os sistemas de aquisição e a execução orçamental, Timor-Leste continuará no seu longo caminho para o desenvolvimento sustentado .
Nem a Fretilin nem o CNRT podem ser responsabilizados inteiramente pelo ritmo do progresso neste país maravilhoso que apaixonadamente todos queremos ver a 'fazer-se'.
