Ladies and Gentlemen,
President of the Republic,
President of the Court of Appeal,
Members of Parliament,
Chief of UNMIT,
Bishops,
The Commander of F-FDTL and the Commander General of PNTL,
Ambassadors and representatives of diplomatic corps,
Representatives of national and international agencies,
The media and
Other honorable guests,
Firstly, I bow down in deep respect for the almighty god and express my gratitude for the blessing he has bestowed on us all to enable us to gather here together in this Parliament of Timor Leste, for this historical moment.
I also thank the Timorese community, who are living in difficult times, but still managed to participate en masse in the recent parliamentary elections, to enable this National Parliament to form a new government and commence the execution of its duties for the next five years.
I also thank the President of the Republic, the Government, UNMIT, UNPOL and the International Stabilization Forces, CNE, STAB, F-FDTL/PNTL, the Catholic Church, other religious denominations, the media and other national and international agencies.
Everyone worked really hard to make the recent elections a success and to ensure the smooth implementation of democracy in this nation.
I have not forgotten to thank the former President of the National Parliament, members of the chair and members of the National Parliament who during a truly difficult period were able to perform their duties and successfully fulfill their mandate.
Members of parliament and other honorable guests,
As prescribed in the RDTL Constitution, the National Parliament is the organ of supreme sovereignty which has been entrusted to carry out the challenging and demanding task of establishing a legislative framework for the nation and monitoring the performance of the government.
The National Parliament must ensure that this duty is carried out as a matter of utmost importance. In discharging this duty and developing the prosperity of this nation, the National Parliament shall act as a sovereign organ that represents the people, and shall not cater to a particular party or group, For this reason, as the President of the National Parliament, I will do my utmost to guarantee that this duty is properly discharged. To guarantee the proper functioning of the National Parliament, I will continue the good work left behind by the former members of parliament. For matters yet to be addressed, or matters that have been dealt with inadequately, I shall make improvements by guaranteeing the following:
* The National Parliament shall be a truly dignified organ, which represents national interests over the interests of parties, groups or individuals. The National Parliament will not be the mouthpiece of the government.
* The National Parliament shall be a forum that represents plurality, democracy and respect for freedom of speech. Therefore, as President of the Parliament, I shall act as a fair and impartial moderator to ensure the smooth functioning of numerous parliamentary processes.
* I shall uphold the rights of opposition leaders and furnish them with adequate facilities to carry out their duties as members of the shadow administration to enable them to control the actions of the government.
* Uphold the authority bestowed upon members of parliament by the Constitution
* Create sound mechanisms that will enable members of parliament to maintain. permanent contact with the community. These conditions shall guarantee effective. interaction between the community and the National Parliament in order to place the interests of the community as a top priority that shall be given maximum attention.
* Guarantee the separation of powers between the sovereign organs to prevent them from interfering with one another, in order to uphold respect for the independence of state institutions.
Members of parliament and other honorable guests,
I hereby accept the role of Parliamentary President which has been bestowed upon me by the distinguished members of parliament, even though it constitutes a substantial and has lived amongst the community, I will not abandon this onerous duty. I accept this important responsibility as a privilege bestowed upon me by the people, and will act as a conduit for the people's aspirations towards this nation and the world as a whole.
As a member of the younger generation, I accept this responsibility because I understand that the people of Timor Leste really want the prosperity of this nation to change. The onerous responsibility. As I myself am one of the impoverished and ordinary people who people see the younger generation as a symbol of change.
Therefore, with God's blessing, fire and earth, and the spirits of our ancestors, together with my fellow parliamentarians I will do my utmost to encourage the new government to fulfill the aspirations of the people who desire to live in peace and harmony, To achieve this, we truly desire to bring change to this nation, a desire expressed by the voters, for example, to resolve the political, social and military crises which are currently shackling this nation.
However before we can fulfill the aspirations of the people, we first need to reform the following fundamental mechanisms to allow change to take place:
* Revise legislation that is not conducive to national development
* Ensure that the National Parliament produces legislation that will guarantee improvements in the life of the people. The establishment of a national legal framework that will protect the prosperity of the people must be achieved through an all encompassing process of mutual consensus.
* Support improvements to the justice system which is currently seen by the community as a big disappointment.
Members of parliament and other honorable guests,
All of these aspirations will remain unfulfilled if this nation continues to be plagued by political instability, or if' social and political entities continue to turn their backs on one another.
Therefore, the National Parliament will endeavor to create mechanisms that support . cooperation with other sovereign organs (President of the Republic, Government and the Court of Appeal) to ensure that problems confronting the nation and the community can be resolved quickly.
The National Parliament will do its utmost to support the government to improve cooperation with national and international agencies. In this way, development, which is the only path to free the people, will become a reality for the people.
This nation truly needs the active involvement of other institutions such as NGOs, the church etc. Thus, as the President of the National Parliament, I will guarantee good relationships between the National Parliament and NGOs, the media, the Catholic Church, other religious denominations, etc.
I would also like to mention the United Nations and International Stabilization Forces who have carried out a significant role in training, stabilization and development within Timor Leste, who have been doing so since the beginning up until this very day. Therefore I request the ongoing commitment of the United Nations to help guarantee stability in this nation and to help the development process.
As the President of the National Parliament who is a member of the younger generation, I will do my very best to implement the ideas of the President of the Parliament regarding the establishment of a Youth Parliament which is essential to the democratic life of this nation.
Members of parliament and other honorable guests, Before I end this speech, I wish to say one thing. Today, when the election of the Parliamentary President is concluded, my compatriot Aniceto Guterres, who is a Fretilin candidate, and I, will approach one another, shall take each others hand and will embrace one another.
As members of the younger generation, parliamentarian Aniceto Guterres and I will prove ourselves to be honorable adversaries, and not enemies. We want to send out a positive message that politics should not make enemies out of us, but rather we should continue to respect one another, even though we share different views.
Through such a gesture, I hope that parliament will be free from any such animosity.
Moreover, this is how we should all behave in the performance of our political duties outside of parliament and amongst the community. In this way, we will ensure peace, stability and development in Timor Leste.
My fellow brothers and sisters, we will only improve ourselves when we offer our hand to one another in peace even though we hold differing political opinions.
One foundation, one origin, one people.
One Timor.

Outros dignos convidados,
Primeiro, curvo-me em profundo respeito perante o deus todo poderoso e exprimo a minha gratidão pelas bênções que espalhou sobre nós e que nos permite estarmos juntos neste Parlamento de Timor-Leste, neste momento histórico.
Agradeço também à à comunidade Timorense, que vive tempos difíceis, mas que ainda assim conseguiu participar em massa nas recentes eleições legislativas, para possibilitar este Parlamento Nacional formar um novo governo e o começo da execução das suas funções para os próximos cinco anos.
Agradeço ainda ao Presidente da República, ao Governo, UNMIT, UNPOL e Forças Internacionais de Estabilização, CNE, STAB, F-FDTL/PNTL, Igreja Católica, outras denominações religiosas, os media e outras agências nacionais e internacionais.
Toda a gente trabalhou bastante para fazer um sucesso destas eleições e assegurar a implementação suave da democracia nesta nação.
Não me esquecerei de agradecer o antigo Presidente do Parlamento Nacional, membros da mesa e membros do Parlamento Nacional que durante um período realmente difícil foram capazes de desenvolver as suas tarefas e completar com sucesso o seu mandato.
Membros do parlamento e outros dignos convidados,
Conforme instituído na Constituição da RDTL, o Parlamento Nacional é o órgão de soberania supremo que tem a missão desafiadora e exigente de estabelecer uma moldura legislativa para a nação e de monitorizar a actuação do governo.
O Parlamento Nacional deve assegurar que seja cumprida esta tarefa como uma questão da maior importância. Ao cumprir esta tarefa e ao desenvolver a prosperidade desta nação, o Parlamento Nacional actuará como o órgão de soberania que representa o povo, e não deve favorecer um partido ou grupo em particular. Por esta razão, como Presidente do Parlamento Nacional, farei o melhor para assegurar que esta tarefa é adequadamente feita. Para garantir o funcionamento adequado do Parlamento Nacional, continuarei o bom trabalho dos antigos membros do parlamento. Em questões que ainda não foram começadas, ou questões que foram feitas não adequadamente, farei melhorias para garantir o seguinte:
* O Parlamento Nacional será um órgão verdadeiramente dignificado, que representa os interesses nacionais acima de interesses de partidos, grupos ou indivíduos. O Parlamento Nacional não será o porta-voz do governo.
* O Parlamento Nacional será um fórum que representa pluralidade, democracia e respeito pela liberdade de expressão. Por isso, como Presidente do Parlamento, actuarei como um moderador justo e imparcial para assegurar o funcionamento suave dos numerosos processos parlamentares.
* Apoiarei os direitos dos líderes da oposição e dar-lhes-ei as facilidades adequadas para desempenharem as suas tarefas como membros da administração sombra para que possam controlar as acções do governo.
* Apoiarei a autoridade dada pela Constituição aos membros do parlamento
* Criarei mecanismos sólidos que possibilitarão os membros do parlamento de manterem contacto permanente com a comunidade. Essas condições garantirão uma interacção efectiva entre a comunidade e o Parlamento Nacional de modo a colocar os interesses da comunidade como uma prioridade de topo a que será dada a máxima atenção.
* Garantirei a separação e poderes entre os órgãos de soberania para prevenir que interfiram uns com os outros, de modo a apoiar o respeito pelas instituições do Estado.
Membros do parlamento e outros dignos convidados,
Por isso aceito o papel de Presidente do Parlamento que me foi dado pelos dignos membros do parlamento, e apesar disto ser uma substancial tarefa, não abandonarei esta tarefa pesada. Aceito esta responsabilidade importante como um privilégio que me foi dado pelo meu povo, e agirei conforme as aspirações do povo para esta nação e para o mundo.
Como membro da geração mais jovem, aceito esta responsabilidade porque compreendo que o povo de Timor-Leste quer realmente a prosperidade desta nação para mudar. A responsabilidade pesada. Como eu próprio sou uma das pessoas empobrecidas e vulgares a geração mais jovem vê-me como um símbolo da mudança.
Por isso, com a benção de Deus, fogo e terra, e os espíritos dos antecessores, juntamente com os meus colegas deputados farei o meu melhor para encorajar o novo governo a corresponder às aspirações do povo que quer viver em paz e harmonia. Para alcançar isto, desejamos na verdade trazer mudança a esta nação, um desejo expresso pelos eleitores, por exemplo, para resolver as crises políticas, sociais e militares que correntemente sacodem esta nação.
Contudo antes de podermos satisfazer as aspirações do povo, precisamos primeiro de reformar os seguintes mecanismos fundamentais que possibilitam que haja mudanças:
* Rever a legislação que não leve ao desenvolvimento nacional
* Assegurar que o Parlamento Nacional produza legislação que assegure a melhoria na vida das pessoas. O estabelecimento de uma moldura nacional legal que proteja a prosperidade do povo deve ser alcançado através de um processo de consenso mútuo.
* Apoiar melhorias ao sistema da justiça que é actualmente visto pela comunidade como uma grande desilusão.
Membros do parlamento e outros dignos convidados,
Todas estas aspirações ficarão por cumprir se esta nação continua a ser atingida pela instabilidade política, ou se entidades políticas e sociais continuam de costas viradas umas contra as outras.
Por isso, o Parlamento Nacional criará mecanismos que apoiam a cooperação com outros órgãos de soberania (Presidente da República, Governo e o Tribunal de Recurso) para assegurar que os problemas com que se confronta a nação e a comunidade se possam resolver com rapidez.
O Parlamento Nacional fará o seu melhor para apoiar o governo a melhorar a cooperação com agências nacionais e internacionais. Deste modo, o desenvolvimento que é a única via para libertar o povo, tornar-se-á uma realidade para o povo.
Esta nação precisa verdadeiramente do envolvimento de outras instituições como as ONG’s, a igreja etc. Por isso, como Presidente do Parlamento Nacional, assegurarei boas relações entre o Parlamento Nacional e as ONG’s, os media, a Igreja Católica, outras denominações religiosas, etc.
Gostaria ainda de mencionar as Nações Unidas e as Forças Internacionais de Estabilização que desempenharam um papel significativo no treino, estabilização e desenvolvimento no interior de Timor-Leste, que o têm estado a fazer desde o princípio até hoje. Por isso, peço o compromisso em curso com as Nações Unidas para ajudar a garantir a estabilidade desta nação e ajudar ao processo de desenvolvimento.
Como Presidente do Parlamento Nacional que é membro da mais jovem geração, farei o meu melhor para implementar as ideias do Presidente do Parlamento sobre a criação de um Parlamento dos Jovens que é essencial para a vida democrática desta nação.
Membros do parlamento e outros dignos convidados, antes de acabar o meu discurso, quero dizer uma coisa. Hoje, quando se concluir a eleição do Presidente Parlamentar, o meu compatriota Aniceto Guterres, que é o candidato da Fretilin e eu aproximar-nos-emos um do outro, agarraremos na mão do outro e abraçar-nos-emos.
Como membros da geração mais jovem, o deputado Aniceto Guterres e eu provaremos a nós próprios sermos adversários dignos, e não inimigos. Queremos mandar uma mensagem positiva que a política não deve fazer de nós inimigos, mas que devemos continuarmos a respeitar uns aos outros, mesmo apesar de partilharmos opiniões diferentes.
Através de um tal gesto, espero que os deputados se libertem de tal animosidade.
Mais ainda, esta é a maneira como todos nos devemos comportar no desempenho das nossas tarefas políticas fora do parlamento e no seio da comunidade. Deste modo asseguraremos a paz, estabilidade e desenvolvimento em Timor-Leste.
Meus irmãos e irmãs, apenas melhoraremos quando oferecermos as mãos aos outros em paz mesmo apesar de termos opiniões políticas diferentes.
Uma fundação, uma origem, um povo.
Um Timor.
