JORNAL DIARIO 30 APRIL 2007 (Daily Journal)
RAMOS HORTA THREATENS INTERNATIONAL FORCES

Prime Minister, José Ramos Horta today threatened the international forces to stop its operations against Major Alfredo Reinado otherwise he will declare to th world that he does not agree with this operation.

Ramos Horta highlighted this at a press conference he held on Friday (27/4) at his residence at Areia Banca Dili.

“I do not have any powers on these operations but the trilateral forum already proposed to undertake dialogue and because of this Australian ambassador also accepted to meet me in my office to speak regarding this,” Horta said.

“But I said to the international forces that if you don’t stop these operations I will tell the world that I am dissatisfied with these operations,” Horta pointed out.

Horta also highlighted, that he also disagreed because Alfredo has already contacted the Prosecutor General of the Republic to enter into dialogue but until now the operations are still ongoing.

In relation to the Acting Prime Minister Estanislau da Silva who rejected the cessation of the Australian Forces’ operations against Alfredo because it had not been discussed in Council of Ministers and he has not received an official letter, Horta declared that he considered these statements as being of no value because he was speaking on something else and the Acting Prime Minister was referring to something else.

“There must be dialogue in order for Alfredo to speak out about the truth though the justice system when he surrenders himself to the justice system the state will treat him as person with dignity and will provide him with the security needed to create the conditions for dialogue,” Horta said.

He added also, the President of the Republic has to deliver an official decision to the international forces and will have to discuss it with the trilateral forum in order for there to be peace and he does not believe that he operation will continue.

There are some people who have said that in order to resolve this crisis Xanana an Horta will have to step down from their positions but Ramos Horta said e was not the one who gave order to distribute weapons to Railos. If the people believe Mari Alkatiri and his friends that they can resolve the crisis then choose Lu Olo in the Presidential elections and choose FRETILIN for the parliamentary elections.

“Mari can say he can fix this country but do not say Ramos Horta is the author of this crisis but that depends on the people,” he explained.

He also declared that he has met with Xanana and he agrees 100% to stop the operation, the President of the Republic also respects his opinion and because of this he will seek to speak to speak with Brigadier Mal Rearden.

“Despite not having the powers I have the right to express my opinion that I want to dialogue then the operation has to stop,” Horta explained.

He also said, that justice was not in the hands of the Prime Minister but the government would treat him well with dignity and all forms of security.

Ramos Horta said during the debate that it is poor people, that matter. People that matter. That a resident should be someone with peace in their hearts. What does he mean when he does the below? Is that how you teach someone who represents the future of this society about violence? Violence begets violence.

Before celebrating his birthday, the PM hit a child in the street

Dili, TP
Even though it was his 57th birthday, Tuesday (26-12), Prime Minister Dr. Jose Ramos Horta invited young children to dine together at his residence in Areia Branca, Meti Aut, in order to show that he always places great importance on children's well being today and their future, but at another time in reality he showed a different side.

On the Friday before the Prime Minister celebrated his birthday (15-12) a 13 year old child was a victim of violence when he was hit by the head of government and Nobel Laureate for Peace together with Bishop Belo in Norway in 1996.

The young boy with the seudonym Ajoy, was hit only because he had lit a firecracker that went in the direction of the PMºs car, accompanied by one security car.. Soon after the assault occurred, a Portuguese security officer put the victim Ajoy in the car and took him to the Fatuhada police station.

Because he was scared and knew he was just a child, after he was released within an hour, Ajoy chose to remain silent about the incident and continued to live at the IDP camp by the airport. Where his family have lived since the political and military crisis. However TP was successful at meeting Ajoy under his tarpolin tent at the airport on Saturday 23-12.. Although scared, Ajoy was able calmly describe the violent incident with the PM. Ajoy stated that on that Friday afternoon, Ajoy, like other children, were playing with small fireworks along the street.around Lafatik with some friends.

It was there, Ajoy stated, that when PM Horta's and the security car passed close by, he had lit a firecracker. But not hit the car. Ajoy says the firecracker did not hit either car.. "The firecracker I lit did not hit the PMºs car. Nor did I lit the firecracker because the PM was going by. But before the incident, we had already been playing there." said Ajoy.

Perhaps because it surprised them, Ajoy (a first year secondary student) said the two cars stopped suddenly. The Portuguese security officer, armed with a pistol, got out of the car and grabbed and held Ajoy while the PM Horta hit his face twice.

What did he feel about such conduct on the part of the PM_ Ajoy lowered his head and saidÇ ªI was surprised when he (Horta) when he came and straight away slapped my face. Hed hit me twice on the face. But I couldnºt do anything because perhaps I was wrong and thatºs why he hit me.ª

After he was hit, AJoy said, the Protuguese security officer put him in the car with Hortaºs concurrence to take him to the Fatuhada police station. After they left Ajoy at the police station, Horta and his security officer continued on their way to the center of the city.

Because Ajoy was a child and was not culpable, the police there took him back to the IDP camp where he resides.

Meanwhile on the other hand when speaking with TP at the Presidenttºs palace, PM Horta acknowledged what he had done to the child, Ajoy. But he said that he did not hit the child twice in the face, he hit him once and pulled his ear.

The Nobel Peace Prize Laureate considers the method of hitting he used as an appropriate means to discipline an unruly child.

ªA slap and pull on the ear is to teach him not to be naughty. The problem is stone thowers ‘ and parents arenºt teaching their children. I appeal to fathers to ensure that their children donºt do these things, throwing stones at peopleºs cars randomly. Government and private citizens have spent thousands of dollars because of the bad behavior of children, because the parents donºt teach their children.ª

As to whether the child really stoned Hortaºs car, Horta answeredÇ ÇYes, yes. He threw stones at my car and many other peopleºs cars. Using a firecracker, that I didnºt see.ª

This conduct by the PM was 2witnesseed by many people be cause it was a very public incident. When TP met with a witness who lives near the street at Lafatik, the witness saidÇ ªI certainly saw the Prime Minister Jose Ramos Horta hti the young child in the street over there(Lafatik).ª As to the incident of the PM Horta hiting the child, the witness agreed with what the victim stated. ªThe white foreign security officer got out of the car and grabbed the victim. PM Horta got out of the car and slapped the victimºs face. I saw that Horta perhaps was surptised by the noise of the firecracker at the moment when his car passed by.ª

The witness, who did not want to give his-her name for reasons of security also said, ªAs the most senior member of government, PM Horta must not display that attitude in public.ª

As to whether there is a lot of stones thrown at cars in that area as Horta said, the witness indicated that soon after the PM hit the child Ajoy, he certainly saw cars being stoned but he only saw government cars going past Lafatik. He said, that the government cars were stoned because a group that he didnºt know, were upset with the PMºs conduct in hitting a young child.

On the other hand, the family of the victim said that they understood what the PM did because perhaps the child was already in the wrong. They ak only that as a national leader, PM Horta shouldnºt hit the child in public as that can dirty his name.

XXXX

But like a father, the victimºs family said, Jose Ramos Horta has the right to teach Ajoy and they also recognize that what Ajoy did was perhaps wrong. At the same location, the coordinator of the airport IDP camp, Jose da Conceicao, said that he received a complaint about PM Horta slapping the child. Also he didnºt want to politicize the incident because the victimºs family had already informed him that the child was in the wrong.

But Jose said that PM Hortaºs conduct was not right because Horta is a national leader and recipient of a Nobel Peace Prize. ªLike a father, Horta can teach naughty children but also not in the public eye because itºs not according to the rules. As Prime Minister, Horta must control himself to not do anything that can dirty his name.ª

Meanwhile whilst answering about Hortaºs attitude, the President of the Demcoratic Christian Party, Antonio Ximenes, feels sad and strongly criticizes PM Hortaºs conduct as not on the right path because it just dirties the image.

"Apesar de frágil, Timor-Leste é uma jovem democracia em que acreditamos. É o país que escolhemos para viver e trabalhar. Desde dia 28 de Abril muito se tem dito sobre a situação em Timor-Leste.
