Good neighbours

PAUL Keating's controversial secret pact with Indonesian president Suharto went to the shredder during the East Timor crisis in 1999.

In its place is a treaty to be signed next Monday by the two foreign ministers, Alexander Downer and Hassan Wirajuda.

The new treaty has been under negotiation for two years and has the imprimatur of Indonesian President Susilo Bambang Yudhoyono.

A key part of the document is a commitment by both nations not to support anyone or any group that threatens the stability, sovereignty or territorial integrity of the other.

For the Indonesians, this may end their resentment over Australia's support for East Timor's independence.

It should also quell Jakarta's unease over Australia's recent admission of refugees from Papua, where separatists in the Indonesian-ruled former Dutch colony are fighting for independence.

Indonesia is our most important regional neighbour. The new treaty is in the interests of both countries.

In accepting the 2006 Sydney Peace Prize this week, I wish time and
distance across your great nation would allow me to thank each and every
one of you for your support in protecting human rights in Australia and
around the world. I accept this prestigious award on behalf of our
supporters for their energy, hope and inspiration.

While in Australia, I wrote an Open Letter to Prime Minister John Howard
asking for Australian citizen David Hicks to be brought home to
Australia to face justice. It is clear that after five years, Mr Hicks's
prospect of a fair trial in the US is unlikely at best. I asked Mr
Howard to trust in Australian justice and bring David home to face a
fair trial in Australia, and if he cannot be prosecuted, to release him.
It really is that simple.

On Wednesday in front of the hundreds of Australians attending the 2006
Sydney Peace Prize Lecture, I launched our international action calling
on Prime Minister Howard to bring David Hicks home to face justice.

I turn now to you. It is the actions of individuals that change the
world. Will you now join with me in my call on the Prime Minister and
take action. Today.

your letter to Prime Minister John Howard supporting our call, Amnesty
International's call, to give David Hicks a "fair go".

a tough world'. Just as our governments face a choice of how they
protect fundamental human rights while at the same time ensuring our

could make that other choice: the choice of a fair go for all; the
choice of being true blue to universal freedoms.

Thank you for having made the choice already to strive for a world which
respects and protects our human rights.
