Vergonhoso! Desinformação. Hasegawa mente.

UN SECURITY ADVISORY – WEDNESDAY 28 JUNE

As feared in yesterday’s Security Update, the entry of large numbers of pro-Alkatiri sympathizers resulted in numerous security incidents during the night including a number of arson attacks.

This morning violent disturbances have been reported at the IDP Camp at the airport and near the Hotel Timor which indicates that the potential for clashes between the rival groups remains high.

Earlier warnings to limit travel to essential journeys only, check movement with the SOC and to avoid crowds are repeated. In addition, staff members are reminded that they should return to their homes before dark and remain there with only essential night-time movement to be undertaken.

We have been advised by the CTF that late last night a UN vehicle, or vehicles, was observed driving recklessly in the vicinity of the demonstrators located near the CPA and, as a result, was stoned. It would appear that the vehicle was present without authority and the behaviour of the driver was such as to cause an adverse and violent reaction from the group.

Such behaviour is dangerous, could result in an assault or a vehicle accident which has the potential to damage the relationship between UN and the population of Timor-Leste, and thus endanger all staff members.

It is likely that disturbances may continue for several days. Staff members are reminded that Timor-Leste is in Phase Three, that they must be very aware of their personal security, and follow all security directives.

Conforme se temia ontem no relatório de Segurança, a entrada de um grande número de simpatizantes pro-Alkatiri resultou em numerosos incidentes de segurança durante a noite incluindo um número de ataques incendiários.

Esta manhã foral relatados distúrbios violentos no campo de deslocados no Aeroporto e perto do Hotel Timor o que indica que o potencial para confrontos entre grupos rivais permanece elevado.

São repetidos os avisos anteriores para limitar viagens essenciais somente, para combinar movimentações com a SOD e para evitar multidões. Em adição, lembra-se aos membros do pessoal que devem regressar às suas casas antes da noite e lá permanecer e somente fazerem deslocações essenciais durante a noite.

Foi-nos dito pelo CTF que ontem à noite um veículo ou veículos da ONU, foi observado com condução irregular na vizinhança dos manifestantes localizados perto do CPA e, como resultado, foi apedrejado. Parece que o veículo estava sem autorização e que o comportamento do condutor foi tal que causou uma reacção adversa e violenta do grupo.

Tal comportamento é perigoso, pode resultar num assalto ou num acidente de carro que tenha o potencial de causar estragos nas relações entre a ONU e a população de Timor-Leste, e assim pôr em perigo todos os membros do pessoal.

É provável que os distúrbios continuem por alguns dias. Lembra-se aos membros do pessoal que Timor-Leste está na Fase Três, que devem tomar muita atenção com a sua segurança pessoal e seguir todas as orientações de segurança.

UNOTIL e a NÃO INGERÊNCIA

THOUSANDS of East Timorese protesters broke into wild celebration yesterday when their embattled Prime Minister, Mari Alkatiri, finally relinquished power, fearing the political crisis was about to turn violent.

Mr Alkatiri said he would take a share of responsibility for the crisis that has left scores of people dead, hundreds of homes destroyed and forced more than 100,000 people to seek refuge in makeshift camps.

Just hours after his departure it was reported last night that the country's chief prosecutor, Languinhos Monteiro, had issued a warrant for his arrest on charges including arming rebels.

Mr Alkatiri told reporters he was resigning after having "deeply reflected" on the situation because he was "determined not to contribute to any deepening of the crisis".

His resignation opens the way for the President, Xanana Gusmao, to negotiate the formation of a new government to lead the country into elections early next year.

The Foreign and Defence Minister, Jose Ramos Horta, who quit in disgust on Sunday, may be asked to lead the new government, although he told reporters: "I'm not interested in the job. I would do it if I was persuaded that I am the only person that everybody agrees with."

Under East Timor's constitution, the ruling Fretilin party, which remains loyal to Mr Alkatiri, must nominate a new prime minister, who would then be sworn in by Mr Gusmao.

But Mr Alkatiri made it clear that Fretilin is prepared to bow to Mr Gusmao in setting up a new administration. "I am ready to dialogue with his excellency the President of the republic in order to contribute to the formation of the interim government," he said.

Mr Ramos Horta's former wife, Ana Pessoa, who as Minister of State Administration is in effect deputy prime minister, would almost certainly be Fretilin's first choice to be the next prime minister. But she is seen as a close ally of Mr Alkatiri and Mr Gusmao may oppose her appointment.

Looking tired and haggard, Mr Alkatiri said he was stepping down to avoid the resignation of Mr Gusmao, who had threatened to quit unless the prime minister left office. "The people of Timor Leste deserve to live in peace and tranquillity," Mr Alkatiri said in a brief statement he read to reporters before sending a formal resignation letter to Mr Gusmao.

The Prime Minister, John Howard, said the resignation was to be welcomed if it ended the instability. He had no view on who should succeed Mr Alkatiri.

De facto, a informação que a UNOTIL envia diariamente para NY é retirada EXCLUSIVAMENTE dos órgãos de comunicação australianos.

É fundamental que seja enviada a cobertura feita por órgãos de outros países, nomeadamente, de língua portuguesa!

This is not the first nor will it be the last time we see UN vehicles driving recklessly in the streets of Dili. 100% of the time it is not even reported to Mr. Hasegawa, and when it is reported to Mr. Hasegawa, the UN reckless drivers get a slap in the hand and walk away with another day to drive heedlessly in the streets of Dili.
