COI Report
One of the dailies, STL, published the Secretary General’s message to the people of Timor-Leste following the release of the report. Furthermore, today’s newspapers focus on reactions to the COI report. Aderito de Jesus, human rights advocate, is of the opinion that leaders of the nation should stop the political process and prioritise the judicial process so as not to lose focus and so that the people will regain their trust in the judicial system and the rule of law. De Jesus agrees with the recommendations of the report that a special panel must be established to process the cases, due to the weakness of the country’s court. Ivo Valente, Deputy Prosecutor General, said the Public Ministry has already established an investigation team composed of two international prosecutors who would carefully read the report, adding that the cases would be recommended to the court following the gathering of sufficient evidence. Coordinator of ‘Fretilin Mudança’, Vitor da Costa said an extraordinary congress is urgently needed to change leadership for 2007, since the names of the current Secretary General and President of Fretilin have been stained due to their involvement in the crisis.
Timor Post today published some of the recommendations and this is the second day that STL published the full summary of the report in Tetum language.
Prime Minister Ramos-Horta reportedly said the government and the United Nations are ready to provide assistance with provision of Prosecutors and judges to the court to process those responsible for the crisis. Ramos-Horta said the decision would be up to the court whether to establish a new court, adding that the government and the UN is willing to assist the court with 2-3 prosecutors and judges in order to help gain the trust of the people. He said that the government and the leaders would not interfere in the course of the process. The Prime Minister also said according to his own evaluation of the recommendations of the COI, the commander of F-FDTL, Brigadier General Taur Matan Ruak is not criminally accountable for the crisis.
The International Forces have increased checkpoints and the checking of vehicles following the release of the COI report. According to a motorist, the forces are doing a good job and should continue checking vehicles for the people to feel safe.
President Gusmão Presents State Program
President Gusmão has presented the state agenda for 2007 with the Presidential elections scheduled for March and general elections for April 2007. The President asks the media to work together and to contribute to pacify the situation with constructive information and asked them to be cautious with sensitive information in relation to the current environment hence asking the population for peace to implement the program. Another program of the State is the commemoration of the 10th anniversary of the Nobel Laureates on December 10 with a mass in Taci Tolu with the participants of Nobel Laureates from other nations at the invitation of the State. President Gusmão further said he has launched a commission to gather all the traditional elders (lia nain) of the 13 sacred houses to follow with the tradition, which he said has not been observed following the end of the invasion. He said he has been criticized for this but would like to follow the ancestral traditions. It is believed that the recent crisis is partly the result of not following in the tradition of putting back the swords to rest, which were taken and used as protection during the war. There would be cultural events and another part of the program will start on 12 November and conclude on 10 December with the scheduled mass. (TP)

Um dos diários, o STL, publicou a mensagem do Secretário-Geral da ONU ao povo de Timor-Leste que se seguiu à saída do relatório. Depois, o jornal de hoje foca-se nas reacções ao relatório do COI. Adérito de Jesus, advogado dos direitos humanos, é de opinião que os líderes da nação deviam parar o processo político e dar prioridade ao processo judicial para não perderem o foco e para que as pessoas re-ganhem a sua confiança no sistema judicial e no domínio da lei. De Jesus concorda com as recomendações do relatório que um painel especial deve ser estabelecido para processar os casos, devido às fraquezas dos tribunais do país. Ivo Valente, Procurador-Geral Adjunto, disse que o Ministério Público já estabeleceu uma equipa de investigação composta de dois procuradores internacionais que vão ler o relatório cuidadosamente, acrescentando que os casos devem ser recomendados para o tribunal depois de se ter juntado evidência suficiente. O coordenador da ‘Fretilin Mudança’, Vitor da Costa disse que um congresso extraordinário é necessário com urgência para mudar a liderança para 2007, visto que os nomes do corrente Secretário-Geral e do Presidente da Fretilin foram manchados devido ao seu envolvimento na crise.
Timor Post publica hoje algumas das recomendações e este é o segundo dia que o STL publica o resumo completo do relatório em Tétum.
O Primeiro-Ministro Ramos-Horta disse que o governo e a ONU estão prontos a fornecer assistência com meios de procuradores e juízes ao tribunal para processar os responsáveis pela crise. Ramos-Horta disse que a decisão de estabelecer um novo tribunal será do tribunal, acrescentando que o governo e a ONU estão disponíveis para assistir o tribunal com 2-3 procuradores e juízes de modo a ajudar a ganhar a confiança das pessoas. Disse que o governo e os líderes não interferirão no processo. O Primeiro-Ministro também disse que de acordo com a sua avaliação das recomendações do COI, o comandante das F-FDTL, Brigadeiro-General Taur Matan Ruak não é responsabilizado criminalmente pela crise.
As forças internacionais aumentaram os checkpoints e a fiscalização de veículos depois da saída do relatório do COI. De acordo com um motorista, as forças estão a fazer um bom trabalho e devem continuar a fiscalizar os veículos para as pessoas se sentirem seguras.
O Presidente Gusmão apresenta programa do Estado
O Presidente Gusmão apresentou a sua agenda de Estado para 2007 com as eleições Presidenciais marcadas para Março e as eleições gerais para Abril de 2007. O Presidente pediu aos media para trabalharem juntos e para contribuirem para pacificar a situação com informação construtiva e pediu-lhes para serem cautelosos com informação sensível em relação ao ambiente corrente por conseguinte pedindo à população para implementar o programa para a paz. Um outro programa do estado é a comemoração do 10º aniversário dos laureados do Nobel em 10 de Dezembro com uma missa em Taci Tolu com a participação dos laureados do Nobel de outras nações a convite do Estado. O Presidente Gusmão disse ainda que lançou uma comissão para juntar todos os velhos tradicionais (lia nain) das 13 casas sagradas para seguir com a tradição, que disse não tem sido observada desde o fim da invasão. Disse que tem sido criticado por isso mas que gostaria de seguir as tradições ancestrais. Acredita-se que a crise recente é parcialmente o resultado de não se seguir a tradição de pôr as espadas a descansar, que foram usadas como uma protecção durante a guerra. Haverá eventos culturais e uma outra parte do programa começará em 12 de Novembro e concluir-se-à em 10 de Dezembro com a missa agendada. (TP)
