Former Victorian premier Steve Bracks has arrived in East Timor to work as an adviser to Prime Minister Xanana Gusmao.
Mr Bracks will will help out without pay and says he is looking forward to the challenge.
"I think I've got something to offer, to look at the structure of Government, how programs are delivered, how we can make sure that things are done effectively," he said.
"I would hope to give the Prime Minister some advice on that, knowing that he has great experience already, but every bit helps."
Xanana has not got the experience to become a Prime Minister. He knows how to be a army commander and thats all. He has no management skills and the capacity to govern this country. I was in parliament when he presented the so called "government program". He didnt even answer and questions that was put forward to him by the parliamentarians and neither did his cabinet. The Program had no specific objectives and no specific goals for the next five years.

O antigo premier de Victória Steve Bracks chegou a Timor-Leste para trabalhar como conselheiro do Primeiro-Ministro Xanana Gusmão.
O Sr Bracks ajudará sem pagamento e diz que restá desejoso do desafio.
"Penso que tenho algo a oferecer, analisar a estrutura do Governo, como são lançados os programas, como podemos ter a certeza de que as coisas são feitas efectivamente," disse.
"Espero dar alguns conselhos ao Primeiro-Ministro sobre isto, sabendo que ele já tem muita experiência, mas todos os bocados ajudam."
