The ruling Timor Leste government is "illegitimate" and "illegal", said former Prime Minister Mari Alkatiri, but building stronger relations with Indonesia based on truth was crucial.
Speaking at a public lecture in Jakarta on Tuesday titled "Friendship and Partnership among Nations: The case of Indonesia and Timor Leste", the leader of the Fretlin Party said regardless of who governed Timor Leste, developing relations to "create a new dynamic" between the two countries was imperative and should have no limits.

"This (Timor Leste) government is not constitutional, it is illegal, we (Fretlin) will keep saying this and keep opposing the government," said Alkatiri.

Meanwhile, Reuters reported Tuesday that the UN Security Council had called on Timor Leste to refrain from further violence after mayhem erupted when independence leader Xanana Gusmao became prime minister last month.

In a statement read at a public meeting Tuesday, the council emphasized "the need for all parties to resolve any disputes through exclusively peaceful channels and within the framework of democratic institutions."

Last month, President Jose Ramos-Horta appointed a coalition led by Gusmao after no single party won a majority in a June 30 parliamentary election.

The move triggered violent protests by supporters of the Fretilin party, which led Timor Leste's 24-year struggle against Indonesian rule. Fretilin had won most of the votes in the June election and claimed the right to govern.

Alkatiri, the Secretary General of the Fretlin Party, said the press had "demonized him", while current leaders like Prime Minister Xanana Gusmao have been made to look like "angels".
"I am here trying to show the real Mari Alkatiri, not the one demonized by the media and by some people."

Alkatiri said people who had voted for Fretlin were frustrated after the election as they felt there had been a manipulation of the constitution. However, he said his party did not agree with the violence and wanted to do everything possible to get the country back to normal.
"Fretlin never uses violence for political purposes" he said.

Alkatiri said despite people crediting the current leaders for taking steps to build a bond between the two countries, it was in fact he who sought to create ties, establishing the joint Timor-Leste-Indonesia Truth and Friendship Commission, created to open intensive dialog between Indonesia and Timor Leste.

"Normally the media always attributed to Ramos-Horta or Xanana Gusmao the good relations between Indonesia and Timor Leste," he said. "The idea of CVA, the commission for truth and friendship, was mine, not Xanana's or Ramos Hortas'."

Alkatiri said establishing people-to-people relations to learn the truth and move forward was a critical step the neighbors must look toward.

"If you are looking to establish a solid friendly relation of friendship we need to get into the truth," he said.

Din Syamsuddin, Muhammadiyah chairman and the founding member and chairman of the Center for Dialogue and Cooperation among Civilizations' (CDCC), which hosted the event, agreed with Alkatiri, stressing the importance of establishing dialogue with Indonesia's closest neighbor.

Speaking to the journalists after the High Level meeting on Tuesday (11/9), Prime Minister Xanana Gusmão said that they are waiting for Mr. Claudio Ximenes who is presently on leave.

“When he comes back, we will look at the warrant for the capture of Mr. Reinado,” said Mr. Gusmão.

He added that the state should talk to the organs of the state, since the state should not intervene directly in the judicial process.»

There are those for and against halting the mandate to capture Alfredo

It appears there are differences emerging amongst judicial authorities regarding halting the mandate of capturing Alfredo Reinado.

The international judge Ivo Rosa, who issued the mandate is maintaining his position, however the Attorney-general, Longuinhos Monteiro said that the mandate has failed. (TP)

The Secretary-general of Fretilin, Mari Alkatiri has said that the members of government are not brave enough to travel to the east of the country because there is little confidence in them there.

Speaking to journalists on Tuesday (11/9) after his visit to Indonesia Mr. Alkatiri said he hoped the president José Ramos-Horta would see this and use his competencies to assist the country’s development.

“We recognize that the president is legitimate and expect that Mr. Horta will use his competencies to strengthen this country,” said Mr. Alkatiri (TP)

Carrascalão: Notable Commission’s report has no credibility

The president of the Social Democratic Party (PSD), Mario Viegas Carrascalão said that the report by the Commission of Notables has no credibility, because it has not been implemented.

Speaking to journalist on Wednesday (12/9) at the parliament, Mr. Carrascalão said it has no value.

“I totally lament to not only notable commission’s report has not implemented yet, but also until now people has not known the report from international investigation,” said Mr. Mario. (TP)

UNPol’s not professional, government to give the role to PNTL

The member of national parliament from CNRT party, Carmelita Moniz affirmed that it is the time for government to give the power of security to PNTL.

In her intervention during the plenary section yesterday in the parliament, she said the members of PNTL who have passed the screening test have had sufficient training to guarantee the stability and security of the country.

“As we know the powers of security in the country are in the hands of UNPol, who got mandate from the former government, but it is obvious over the past year that UNPol has not been sufficient or professional. They always attend incidents late,” said Ms. Moniz. (TP)

Carrascalão: government has to solve IDPs case immediately

The parliament member from the Social Democratic Party (PSD), Mario Viegas Carrascalão said that it has been one month since the Government took power and there is no sign yet of how to resolve the problem of internally displaced people.

Mr Carrascalão has questioned why there is no directly explanation, stated intention or declaration about any measures to solve the problem.

“This government needs to prioritise the problem immediately,” he said on Wednesday (12/9) at the parliament. (DN)

Hasegawa meets Longuinhos, discuss KII reports and other violence

The Attorney-general, Longuinhos Monteiro has received a visit by the former SRSG, Mr Sukehiro Hasegawa in Dili to discuss the Commission of Inquiry and the security situation in the country.

Mr. Longuinhos said that Mr. Hasegawa has a strong commitment to both areas of discussion. (DN)

UNMIT - Security Situation - Thursday 13 September 2007

This is a broadcast of the UN Police in Timor-Leste to provide you with information about the security situation around the country.

The security situation in Timor-Leste has been generally calm.

Earlier today in Dili, UNPol attended seven incidents, including two traffic accidents and two unconfirmed reports of fighting. None of the incidents were serious.

Two arrests were made in Dili on Wednesday. One man was arrested in Colmera for impersonating a PNTL officer, and another was arrested near Obrigado Barracks on suspicion of fraud.

Police in Watulari sub-district, Viqueque, received a report on Wednesday of three suspected cases of arson in Vessouru village. Two houses and the kitchen of one house caught fire at different times over the course of the day. A suspect has been identified in one of the cases, but the causes of the remaining two fires are not yet known. There are no reports of any injuries.

In Quelicai, Baucau on Wednesday, police arrested a man on suspicion of assault. He is now in police custody.

United Nations police officers in conjunction with the PNTL and the international security forces remain fully deployed to respond to any disturbances that may emerge.

O Primeiro Ministro, Sr. Kay Rala Xanana Gusmão fez o seu discurso antes da apresentação do Programa do IV Governo Constitucional da RDTL para o Ano 2007-2012. New Zealand to train F-FDTL

The Commander of the New Zealand Forces in Timor-Leste, Lieutenant-General Jerry Mateparae, held a meeting with Prime Minister Xanana Gusmão and the Secretary of State for Defence, Julio Thomas Pinto, on Tuesday (11/9) to discuss improving the capacity of the F-FDTL’s members through military training.

Speaking to journalists after the meeting, Mr. Julio Thomas Pinto said that New Zealand wants to cooperate with Timor-Leste in defence.

“New Zealand will help Timor-Leste, particularly in the defence sector,” said Mr. Pinto.

He added that Mr. Jerry also informed them that New Zealand is ready to share their experience of military development and is ready to help prepare the training for the members of F-FDTL. (TP and DN)

President of court of appeal backing the CPLP’s judges

The Timorese lawyer Benevides Correia Barros suggested that president of the court of appeal Mr. Claudino Ximenes should take a step back following some cases in which the judges of Portuguese Speaking Countries Community (CPLP) intervened.

Mr. Correia stated that as the president of the court, Mr. Ximenes should send back such judges when their duties come to an end.

“Mr. Ximenes should not constantly defend them in this country and extend their contracts,” said Mr. Correia on Tuesday (11/9).

He added that CPLP judges could work instead in Timor-Leste as advisors and not intervene directly in such cases. (TP)

Prime Minister Xanana to lead the “Task Force” dialogue with Alfredo

Prime Minister Xanana Gusmão said that the ‘Task Force’ established by the government will hold a dialogue with Alfredo Reinado Alves and his followers.

He stated that the ‘Task Force’ will be led other members of the government, such as the State Secretary of the Defence.

Speaking to the journalists after the High Level Meeting on Tuesday (11/9) in the Presidential Palace in Caicoli, Mr. Gusmão said that the ‘Task Force’ has been formed to engage in dialogue with Mr. Reinado Alves – it is however on hold until the president of the court of appeal, Mr. Claudio Ximenes, returns from leave. Benevides Barros: “Alfredo wants to be judged by the Norwegian judge”

The lawyer of Alfredo Reinado Alves, Benevides Correia Barros, reportedly said that after the dialogue, his client Reinado wants to be judged by the Norwegian judges, and that Reinado himself totally rejects the judges from Portuguese Speaking Countries Community (CPLP).

Speaking to journalists on Tuesday (11/9) in Hotel Timor, Mr. Barros said that Mr. Reinado rejects the possibility that the judges from CPLP should preside over his case, because the CPLP’s judges went against the decision of President José Ramos-Horta to officially halt the operation on 19 June 2007.

Mr. Correia added that Mr. Reinado holds the competency of President Horta in highest regard. (DN)

Today the government discusses methods for the dialogue with Alfredo

According to the agenda of the government, Prime Minister Xanana Gusmão will lead a ministerial meeting to discuss the available methods of dialogue between Alfredo Reinado Alves and the government to find the best solution.

Speaking to the journalists on Tuesday (11/9) in his office, Mr. Julio Thomas Pinto said that there is enough good will to solve Reinado’s case.

“The location will be prepared by the Prime Minister and the National Unity Movement for Justice (MUNJ),” said Mr. Pinto. (STL)

The security situation in Timor-Leste has generally been calm.

Earlier today in Dili, UNPol attended four incidents, including a fight between two groups in Kampung Tuti. Police arrived and brought the situation under control, but a group of youths gathered shortly afterwards and started causing a disturbance. Police fired tear gas to disperse the crowd and the situation is now calm.

Last night in Dili, there were a number of minor incidents involving rock throwing, concentrating around Kampung Alor, Kampung Baru, Santa Cruz, Comoro Bridge, Bebonuk and Vila Verde. Separately, a man was arrested in Lahane for attempting to rape a 24-year-old woman. The suspect was taken to the Dili Detention Centre.


On Tuesday in Same, PNTL officers fired two warning shots into the air when they were attacked by a group that had been causing damage to a shop in the market place. The group used sling shots to fire darts and rocks at the PNTL officers when the police tried to arrest them. There were no reports of any injuries.

On Tuesday morning in Maliana, a 26-year-old suspect was arrested for punching two police cars. There was no significant damage to the vehicles.

On Tuesday in Viqueque, police arrested six people suspected of arson in Buicarin village. Separately, demonstrations commemorating the founding of ASDT were held in Viqueque town and Watolari. The demonstrations went peacefully.

On Monday, police arrested a suspect in a murder case in Kutulau village, Liquica, who had escaped from Becora prison in February this year.

MOSMAN Council has established a friendship agreement with a village in East Timor.


Mosman Mayor Denise Wilton told last week's council meeting the agreement with Maubara in the Liquica district had been reached after meeting with East Timor's Sydney consul-general Abel Guterres.

``This village is within easy reach of Dili,'' Cr Wilton said.

``It was originally occupied by the Portuguese and later taken by the Netherlands and has a historic Dutch fort at the entrance to the village that is apparently well preserved.''

Cr Wilton said now that an agreement had been reached she wanted to hear from residents.

``I am proposing to call a public meeting to provide the Mosman community with the opportunity of establishing a small committee that will be able to work with our service organisations and schools,'' she said.

``It may also be possible to arrange to host an employee of the sub-district at Mosman to assist in their training and professional development, and, if appropriate, for our own administration to reciprocate.

``I have been surprised by the number of approaches that I have received on the proposal of establishing a friendship agreement with Timor Leste, particularly from residents who already have been quietly working in social, community and professional capacities.''

Cr Wilton said her original plans were to set up a relationship with the Topu Honis children's home in Kutet Ambenu.

``While my enquires in relation to the children's home were well received I was told that the reality is that it is already receiving support and is in a very remote region of the country and that some attempts from local government to support it have proved to be very difficult,'' she said.

O programa de Governo

O Programa do IV governo Constitucional de Timor-Leste foi ontem anunciado pelo presidente do Parlamento, Fernando «La Sama» de Araújo, que marcou para amanhã o início do debate em plenário.

Reforma da gestão do Estado, combate à pobreza, investimento no sector agrícola, utilização dos recursos naturais segundo critério das “condições de vida dos timorenses”, generalização do ensino básico, criação de emprego, estruturação da Polícia Nacional e afirmação da autoridade do Estado estão entre as prioridades do executivo chefiado por Xanana Gusmão e presentes no Programa do IV Governo Constitucional de Timor-Leste.

O anúncio foi feito ontem pelo presidente do Parlamento timorense, Fernando «La Sama” de Araújo, que marcou para amanhã o início do debate em plenário.

“A política económica que o governo se propõe implementar terá sempre como o centro da sua atenção as condições de vida dos timorenses e tem como objectivo a melhoria dessas condições”, sublinha, em várias passagens, o documento de 79 páginas, assinado pelo primeiro-ministro e distribuído ontem aos deputados.

“Este Governo rejeita a filosofia de «um País pobre e um povo na miséria, orgulhosos de possuir muito dinheiro, nos bancos dos países ricos»”, declara Xanana.

“Neste sentido, este governo pretende usar a riqueza dos recursos naturais e minerais do país de forma controlada e eficiente em prol da melhoria das condições de vida das populações, investindo na construção nacional”, refere.

Xanana avança com a intenção de criar uma “Comissão dos Recursos Naturais Não Renováveis, composta por membros indigitados pelos cinco maiores partidos”, o que inclui a Fretilin, vencedora das eleições de 30 de Junho sem maioria absoluta.

“Esta Comissão deverá ser autónoma e funcionará como órgão de carácter consultivo, apresentando recomendações aos Órgãos de Soberania”, de acordo com o documento.

O primeiro-ministro propõe também um Plano Estratégico de Desenvolvimento Nacional, uma ideia já levantada por Xanana em intervenções anteriores, como o seu discurso de posse, a 8 de Agosto último.

“A aritmética parlamentar prevalecente garante ao governo uma sólida base de apoio parlamentar e social e, por via dela, a tranquilidade necessária à programação e execução de um projecto político reformador”, lê-se no preâmbulo do Programa de Governo.

A reforma da gestão do Estado, a que o Programa dedica um capítulo, inclui a criação de uma Comissão da Função Pública, o reforço da secretaria de Estado do Conselho de Ministros com uma Unidade de Apoio Jurídico, a agilização do uso de receitas dos “fundos extraordinários” (petróleo e financiamento externo) e o combate à corrupção.

O combate à exclusão social e à pobreza, ponto importante do Programa, propõe “programas de atribuição de subsídios aos mais pobres e vulneráveis, que irão contribuir para o aumento da equidade social mas também, materialmente, para a formação de capital humano”. “O Programa agora apresentado é pautado pela convergência dos Programas Eleitorais das quatro formações políticas e foi elaborado com ampla participação de cidadãos fora das esferas partidárias, abraçando diversas contribuições, provenientes dos vários sectores da sociedade timorense”, explica Xanana no documento.

Acusado formalmente

O major fugitivo Alfredo Reinado foi formalmente acusado de homicídio, rebelião e posse ilegal de armamento, segundo um despacho do Ministério Público. O despacho de acusação cita também 16 membros do grupo de Reinado, uns indiciados apenas por posse ilegal de arma, outros também acusados de homicídio. As acusações contra Alfredo Reinado e o seu grupo centram-se nos acontecimentos em Fatuahi, em Maio de 2006, e na vila de Same, em Março de 2007. Reinado, ex-comandante da Polícia Militar timorense, foi detido a 25 de Julho em Díli e evadiu-se a 30 de Agosto da prisão de Becora.

Balibo Five inquest findings in November

A coroner will hand down her findings in November into the deaths of five Australian-based journalists in East Timor in 1975.

NSW deputy state coroner Dorelle Pinch will give her conclusions on November 5, more than 32 years after Brian Peters, Greg Shackleton, Gary Cunningham, Malcolm Rennie and Tony Stewart were gunned down in the East Timorese border town of Balibo.

Their families have urged Ms Pinch to find the Balibo Five were executed on October 16, 1975, by Indonesian soldiers including Captain Mohammad Yunus Yosfiah and Christoforus da Silva.
Counsel assisting the inquest, Mark Tedeschi QC, asked the coroner to recommend war crimes charges against those responsible.

The eight-week inquest earlier this year was told that both Australian and Indonesian governments maintained the journalists were killed in crossfire during the invasion of East Timor by Indonesian troops.

Previous Australian inquiries have reached the same conclusion. This was despite intelligence, which reached the highest levels of government, showing the killings were a deliberate attempt to silence the men, Ms Pinch was told. If there is sufficient evidence, the coroner could name those responsible and refer the case against them to the Commonwealth Director of Public Prosecutions.

Counsel for Peters' family, John Stratton SC, has asked the coroner to recommend the men's remains be returned to Australia.

CPLP: FAO quer ajuda de Portugal para segurança alimentar

A Organização da ONU para a Agricultura e Alimentação (FAO) pediu hoje a Portugal e Brasil para que participem directamente no apoio à segurança alimentar na África lusófona e Timor-Leste.
A iniciativa foi hoje proposta em Lisboa pelo director-geral da FAO, Jacques Diouf, numa reunião com o secretário-executivo da Comunidade dos Países de Língua Portuguesa (CPLP), Luís Fonseca.

«Esperamos que, com o apoio do secretariado da CPLP e dos países que têm mais recursos, não só financeiros, mas também humanos e técnicos - Portugal e Brasil - seja possível termos uma cooperação trilateral entre CPLP, FAO e cada um destes países a favor dos países africanos da CPLP e Timor-Leste», afirmou hoje à imprensa Jacques Diouf, à saída da reunião.

«Queremos aumentar e reforçar a cooperação na África lusófona e já temos muitos projectos, o problema é que se fazem com recursos e com assistência técnica que vêm de fora da CPLP», adiantou o director-geral da agência das Nações Unidas para combate à fome e promoção da segurança alimentar.

O Projecto de Cooperação Técnica, assinado em 2006, contempla um investimento da FAO na ordem de 257 mil dólares (186.000 euros) para projectos nos estados-membros da CPLP.

Luís Fonseca, da CPLP, frisou que «é possível desenvolver muito mais» a cooperação com a FAO no espaço lusófono, em particular através do «aproveitamento das potencialidades existentes nos nossos próprios países, particularmente Brasil e Portugal».

Em perspectiva, para já, está uma extensão da declaração de intenções entre a FAO e os governos brasileiro, angolano, cabo-verdiano e moçambicano para colaboração em projectos, com base na experiência brasileira do Programa Nacional de Alimentação Escolar.

Outros projectos em análise são a formação e capacitação dos estados membros da CPLP na área do micro-financiamento agrário e promoção de políticas agrárias, programas e projectos de investimento e de cooperação técnica na agricultura, silvicultura e pecuária.

Para Luís Fonseca, ainda não são visíveis os resultados da cooperação entre a CPLP e a FAO, mas a base está criada.

«O balanço [da cooperação] é modesto porque não tem havido suficientes recursos para cooperação multilateral no âmbito da CPLP com a participação da FAO», afirmou.

Com a assinatura de um acordo técnico no ano passado, que será em breve sujeito a uma avaliação numa reunião em Cabo Verde, ficam abertas «novas perspectivas de cooperação», defendeu o secretário-executivo da CPLP.

Em perspectiva está ainda a abertura de uma delegação da FAO em Lisboa, defendida pela CPLP e pelo governo português, mas, segundo Jacques Diouf, «há que discutir as condições de realização».

Lisboa - A Comunidade dos Países de Língua Portuguesa (CPLP) segue com "preocupação" a situação em Timor-Leste, onde a tendência é de "estabilização", afirmou hoje o secretário-executivo, Luís Fonseca.

"A evolução tem sido positiva, há tendência para se estabilizar; o apoio internacional e o reforço institucional interno irá conduzir à normalização da situação a médio prazo", defendeu Luís Fonseca, após uma reunião com o director-geral da FAO, em Lisboa.

A situação em Timor foi levada na segunda-feira ao Conselho de Segurança das Nações Unidas, que analisou o relatório do representante especial da ONU em Díli, que indica uma melhoria da segurança em Timor-Leste, embora ainda "sujeita a picos de violência".

No relatório, Atul Khare sublinha que, apesar dos progressos, os incidentes que se sucederam ao anúncio do novo governo, a 06 de Agosto último, demonstram que as divisões políticas "ainda não foram ultrapassadas", o que gera uma situação "ainda volátil".

Hoje, Luís Fonseca afirmou que a CPLP está a acompanhar "com muito interesse e preocupação" os acontecimentos no mais jovem país asiático.

"Estamos a acompanhar com muita atenção, e os estados-membros têm dado a sua contribuição para que a situação se normalize e Timor possa no mais curto espaço de tempo possível retomar a via do desenvolvimento", adiantou.

Na segunda-feira, o secretário-geral das Nações Unidas, Ban Ki Moon, afirmou ao Conselho de Segurança da organização ser necessário a continuação em Timor-Leste de quatro das cinco unidades da polícia da ONU "pelo menos até final do actual mandato".

Washington - O secretário-geral das Nações Unidas afirmou segunda-feira ao Conselho de Segurança da organização ser necessária a continuação em Timor-Leste de quatro das cinco unidades da polícia da ONU «pelo menos até final do actual mandato».

Actualmente encontram-se em Timor-Leste 1.635 polícias da ONU.

Ban Ki Moon adiantou ainda ao Conselho de Segurança que a missão da ONU em Timor-Leste vai custar mais de 160,5 milhões de dólares entre 1 de Julho deste ano e até 30 de Junho de 2008.

O Conselho de Segurança da ONU não adoptou qualquer resolução formal após a reunião e deverá voltar a analisar a situação dentro de seis meses.

Na reunião, que serviu para debater a situação em Timor-Leste, aquele órgão das Nações Unidas apelou a que todos os grupos políticos do país resolvam as suas diferenças por meios pacíficos, como forma de preservar a segurança no território.

Numa declaração emitida após a reunião, o presidente do Conselho de Segurança, Jea Maurice Ripert, disse que o povo de Timor-Leste merece crédito por «ter demonstrado o seu empenho pela paz e democracia» ao realizar as recentes eleições legislativas.

Ripert avisou, no entanto, que todos os partidos e seus apoiantes devem evitar a violência e trabalhar por meios pacíficos e «dentro dos parâmetros das instituições democráticas» para garantir a segurança do país.

O presidente do Conselho de Segurança da ONU exortou o governo, o parlamento, os partidos políticos e a população de Timor-Leste a envolverem-se num diálogo político para que possam «consolidar não só a paz e a democracia, mas também o primado da lei e o desenvolvimento económico e social sustentável».

Timor-Leste: Portugal vai avaliar condições e papel da força da GNR no terreno - Amado

Lisboa - O ministro dos Negócios Estrangeiros português afirmou hoje que Portugal vai avaliar as condições e o papel da GNR em Timor-Leste depois de o secretário-geral da ONU ter defendido a permanência da força internacional até Junho de 2008.

Em declarações à Agência Lusa, por telefone, a partir de Telavive, onde hoje terminou uma visita de dois dias a Israel e aos territórios palestinianos, Luís Amado afirmou que Portugal pretende "avaliar a missão, tendo em conta as condições no terreno", mas acrescentou que, "em princípio, é favorável" à posição manifestada pela ONU.

O secretário-geral das Nações Unidas, Ban Ki-moon, defendeu segunda-feira, durante uma reunião do Conselho de Segurança para analisar a situação em Timor-Leste, que é necessária a continuação no território de quatro das cinco unidades da polícia da ONU "pelo menos até final do actual mandato", que termina a 30 de Junho de 2008.

Na reunião, o representante especial do secretário-geral da ONU em Timor-Leste, Atul Khare, apresentou o seu relatório, em que destaca que a segurança tem vindo a melhorar, mas realçando que a situação é ainda "volátil" e "sujeita a picos de violência".

ANICETO GUTERRES: O PARLAMENTO É APENAS UM "MEGAFONE" DO GOVERNO DO CNRT; DESAPARECEU A DEMOCRACIA PARLAMENTAR.

O executivo do Parlamento Nacional de Timor-Leste, constituído pelo CNRT e os seus aliados, tornou-se um "lacaio" e "porta-voz/megafone" do governo do CNRT de facto, apesar do Presidente do Parlamento Nacional ter afirmado no discurso após a eleição do Presidente que o Parlamento Nacional nunca se tornaria o "porta-voz" do governo, disse hoje o líder do grupo parlamentar da FRETILIN Aniceto Longuinhos Guterres.

"Já tínhamos visto na eleição do executivo do parlamento que não têm tendências democráticas e que não respeitam os outros grupos parlamentares como representantes legítimos do povo. Deliberaram e vingativamente negligenciaram o estatuto da FRETILIN como o partido mais votado e o maior grupo parlamentar. Agora, podemos ver outra vez que não respeitam os outros grupos parlamentares e que não estão disponíveis para seguir as regras parlamentares, que garantem a cada deputado uma voz no parlamento através da realização de sessões plenárias regulares semanais do parlamento onde cada um possa falar," disse Guterres.

Em 7 de Setembro, foi emitida a Notícia No. 4/SAPLEN/II, em nome do executivo parlamentar seguindo-se a um encontro de representantes dos grupos parlamentares na passada Quarta-feira, 6 de Setembro, decretando que as sessões plenárias regulares para hoje e amanhã tinham sido suspensas. Contudo a FRETILIN contra-argumenta que esta notícia transgride as próprias regras do parlamento, que estipula que as sessões plenárias do parlamento se devem realizar todas as Segundas e Terça-feiras e a FRETILIN questionou as razões do executivo do parlamento por detrás desta suspensão das sessões plenárias.

"Eles suspenderam as sessões plenárias porque eles não querem que a FRETILIN ou os outros partidos levem ao plenário hoje ou amanhã as questões muito preocupantes que já se levantaram acerca da proposta do programa de governo. É importante notar que o próprio documento com a proposta de programa de governo foi distribuído aos deputados pela porta de trás; isto é sem ter sido formalmente e de forma apropriada agendado para a sessão plenária do parlamento como por direito devia ter sido. Claramente reconheceram este erro e agendaram a marcação do programa do governo para uma sessão plenária a realizar-se amanhã," acrescentou.

Guterres deixou também claro que como líder do grupo parlamentar da FRETILIN, durante o encontro dos representantes dos grupos parlamentares que se realizou no dia 6 de Setembro passado, ele requerera que as sessões plenárias para começar a discutir o programa de governo deviam ser agendadas para o próximo dia 17 de Setembro de modo a dar quatro ou cinco dias para os deputados poderem analisar o programa de governo, assim garantindo que o debate pudesse ser mais frutuoso.

"Como vemos as coisas a moldura de tempo proposta é demasiadamente curta porque apenas recebemos uma fotocópia da versão Portuguesa do documento do programa do governo na Sexta-feira à tarde, quase noite. Muitos dos deputados de todos os partidos são novos e têm conhecimento limitado do Português. Não tiveram tempo suficiente para analisar adequadamente o programa do governo. Muitos nem sequer tinham visto antes um programa de governo. Apesar de termos insistido várias vezes, sendo a última vez no Sábado 8 de Setembro, para ser marcada a sessão plenária para debater o programa de governo para o dia 17, o executivo do parlamento insiste que a deve marcar para o próximo 13 de Setembro. Isto aconteceu porque estão a ser pressionados por todos os lados para aderirem à data de 13 de Setembro," disse Guterres.

"O grupo da FRETILIN atenderá o parlamento esta manhã e amanhãs, porque como vemos as sessões plenárias não foram suspensas de acordo com as regras parlamentares, dado que apenas uma deliberação do plenário do parlamento decreta que as sessões podem ser suspensas ou agendadas para datas alternativas. Estivemos hoje nesta casa do povo, porque não aceitamos o desrespeito mostrado contra as regras parlamentares. Viemos hoje para levantar e discutir questões muito importantes que afectam mesmo agora o nosso povo, de acordo com o nosso direito como representantes do povo exercidos por intermédio da sessão plenária e de acordo com as regras do parlamento," clarificou Guterres.

"Contudo, mais uma vez podemos ver claramente que apesar do seu serviço de boca a promoveram a democracia, a prática da política de inclusão e de respeito pelos direitos do povo, que eles na realidade não respeitam o povo porque mostram falta de respeito pelos grupos e pelo seu direito de participar em sessões plenárias nestes tempos salvaguardados pelas regras do parlamento."

"O parlamento tornou-se o megafone do governo. Não precisam de tentar representar o contrário. Este é um passo muito regressivo para a nossa nova legislatura. A FRETILIN tudo fará dentro dos seus poderes para se opor a estas acções do executivo parlamentar, acções manifestas na desvalorização do papel do parlamento e um descarado desrespeito do parlamento como órgão representante do povo," concluiu Guterres.

Sukehiro Hasegawa: promise to contribute to Timor-Leste development

The former Special Representative of Secretary General (SRSG) of the United Nations in Timor-Leste, Dr. Sukehiro Hasegawa met Vice Prime Minister Jose Luis Guterres and promise to contribute to the country’s development.

“Even though Mr. Hasegawa is now in Japan, he still loves Timor-Leste and wants to talk to the government, opposition and the civil society and continue to contribute,” said Mr. Luis Guterres.

The vice Prime Minister also said that the former SRSG wants Timor-Leste to recover from last year’s crisis. (TP and STL)

Alkatiri: the Alliance to collapse; Bishop Basilio: a warn to self-improvement

Bishop Basilio said the strong opposition is assisting the Government to move forward.

The Bishop said having a strong critic, such as the Secretary-General of Fretilin, Mari Alkatiri, is a solid warning for the Alliance Government to have a strong future programme.

“The government will be strong when there is a strong opposition. The government should exercise care and it needs to listen to the opposition.

The objective of Alkatiri’s statement is not to make the government collapse, but to improve its performance and exhibit transparency and accountability,” said Bishop Basilio. (TP and STL)

Jose Luis: government has effort to solve Reinado’s case

The Vice Prime Minister Jose Luis Guterres has met with the coordinator of the National Unity Movement for Justice (MUNJ) to discuss the case of Alfredo Reinado.

“We have discussed the problem but we need to be careful not to create expectations that the problem of Reinado or the petititioners will be solved today or tomorrow,” said Mr. Guterres.

He said it’s a complex problem and that the government is working on it. (TP)

Fretilin to conduct national retreat, insist against the position of PM Xanana

Fretilin is having a national retreat on the 28th September in the district of Same and will reflect on the recent situation, including the future political plan for the party.

Arsenio Bano, the vice president of Fretilin said that members of other political parties invited, including the social society to participate the national retreat of Fretilin.

Mr. Bano also said that the national retreat will discuss Fretilin’s rejection against the President’s decision in forming the new government. (TP)

The government gives two options to Alfredo Reinado

The Government has reportedly made the offer of Ermera and Suai district as places for Alfredo Reinado and his groups to stay during the process of dialogue.

The offer has reported been agreed to, but Reinado is yet to nominate in which location he will stay.

During the dialogue, the International Stabilization Forces (ISF) have been requested to stay 20km away from the talks.

The lawyer of Reinado, Benevides Barros said Reinado needs the Catholic Church to mediate the process of dialogue and the Humanitarian Center of Dialogue will be the facilitator of the dialogue. (STL)

The Alliance copying Fretilin’s program

The Fretilin’s MP in the national parliament have voiced their discontent about the Alliance government’s program, which they say is directly copied from the previous government’s programme.

Aniceto Lopes, a Fretilin MP, said the Alliance government has proven its incompetence in developing its own, original programme both during the election campaign and now it’s in Government. (STL)

UNMIT - Security Situation - Tuesday 11 September 2007

This is a broadcast of the UN Police in Timor-Leste to provide you with information about the security situation around the country.

The security situation in Timor-Leste has been calm.

Today in Dili, UNPol attended seven incidents. None of the incidents were major. They included a house on fire in Fatuhada. Police and the fire brigade extinguished the blaze. The house was abandoned and there were no injuries.

Yesterday in Dili, police made three arrests for assault: two in Kampung Baru, and one in Radio Falintil.

In Liquica yesterday, a shop was set on fire in Hafululi sub-village. There were no reports of any injureis. The case has been forwarded to the police investigation unit.

Yesterday in Manatuto, a fight broke out between two groups in Hatobela village. Police attended and brought the fight to an end. One man sustained minor injuries to his hip and was transported to hospital. Police have identified a suspect.

Yesterday in Covalima, police received a report of an assault in Zumalai sub-dsitrict. A man sustained minor wounds from a machete attack. Both the suspect and the victim were drunk a the time. Police have identified the suspect and are investigating further.

Unidentified assailants destroyed the gates to an unoccupied doctor’s quarters early yesterday morning in Ermera. Police are investigating.

United Nations police officers in conjunction with the PNTL and the International Stabilisation Force remain fully deployed to respond to any disturbances that may emerge.

Head of UN Mission in Timor-Leste Briefs the Security Council

Dili, September 11, 2007 - The Head of the United Nations Integrated Mission in Timor-Leste (UNMIT), Atul Khare, has participated in the meeting of the Security Council in New York on Monday 10 September.

The Council met to discuss the Report of the Secretary-General on Timor-Leste which was issued to the council last week and to hear a statement of the new nation’s Foreign Minister Zacarias da Costa.

Mr Khare delivered a message of confidence in Timor-Leste, its people and its leaders, but also stressed that the challenges facing the country are long-term in nature. Poverty and unemployment are a major source of instability, and internal displacement continues. Institutions throughout the country need to be made more resilient. Moreover, whilst elections were carried out in a largely peaceful environment, the security situation is still fragile.

Echoing the recommendations of the Report of the Secretary-General, Mr Khare urged that the UN Police be kept at its present strength, at least until the end of the current mandate in February 2008. This would enable UNMIT simultaneously to maintain security and continue the process for reforming the security sector, including the screening of the Timorese National Police (PNTL).

Welcoming the formation of a new Government in Timor-Leste after recent legislative elections, the Security Council urged the country’s political groups to resolve any differences or disputes through only peaceful channels.

Ambassador Jean-Maurice Ripert of France, which holds the rotating Council presidency this month, said in a statement that the people of Timor-Leste, which the United Nations helped shepherd to independence in 2002, deserved credit “for demonstrating their strong commitment to peace and democracy” by successfully staging the polls.

Mr. Ripert stressed that all parties in Timor-Leste and their supporters must refrain from violence and work through peaceful channels “and within the framework of democratic institutions” to ensure the security of the country.

While in New York Mr Khare also met with Secretary-General Ban Ki-moon to discuss the United Nations’ work in Timor-Leste.

Mr Khare will then travel to Washington D.C. to attend the swearing in ceremony for the new US Ambassador for Timor-Leste, Mr Hans Klemm.
